- Description
- The National Heart, Lung, and Blood Institute intends to award Blanket Purchase Agreements (BPA) for printing and printing related services and is conducting a market survey to determine the availability and potential technical capability of 8(a) business concerns. The National Heart, Lung, and Blood Institute is seeking 8(a) business concerns, in order to help determine what portion of the work can be set aside for 8(a) business concerns. The North American Industry Classification System 323119, size standard five hundred (500) employees will be used for this requirement. This requirement is a Small Business Set-Aside. The solicitation will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 97-23. The purpose of the requirement is to establish and maintain a comprehensive program for Photographic, Mapping, Printing, and Publication Services. Firms responding to this market survey should keep in mind that pertinent information is requested. To be considered as a viable source, firms must provide information and evidence which clearly reflects their organizational experience in providing printing and printing related services. Firms must provide information which states the business size, annual receipts (average gross revenue) for the last three (3) fiscal years, and whether or not the firm has been approved as an 8(a) concern by the Small Business Administration (SBA) under the applicable NAICS code. Capable firms should provide three (3) copies of a capability statement to the above noted address within fifteen (15) days from the date of this notice. These services include but are not limited to the following: typesetting, graphics, duplicating, bindery services, design and layout, electronic image setting, digital scanning, etc. All interested parties should submit the following information: 1) marketing brochure, describing the type of business, services rendered, and technical approaches 2) a pricing list with all applicable discounts, including prompt payment discounts, based on the type of printing service; 3) listing of available equipment and resources, 4) description of facilities; 5) personnel qualifications, experience and expertise and 5) references from three (3) previous customers. We anticipate issuing multiple Blanket Purchase Agreements (BPA) for these products and services. The Request for Proposal (RFP) will be released on or about April 30, 2001. Requests for copies of the solicitation package must be in writing. The solicitation package may be requested by FAX (301) 480-3345 or E-Mail spearmal@nhlbi.nih.gov and will only be accepted if the date and the authorized company representative is indicated. Request must cite Solicitation Number NHLBI-PS-2001-742 and submitted to the attention of the individual indicated below. The proposals will be due on or about May 18, 2001, by 3:30 P.M., Eastern Standard Time (EST), or fifteen (15) calendar days after issuance of the solicitation which ever is later.
