Description
PROJECT INFORMATION, Solicitation No. DACW45-01-B-0002, On or about 15 May 2001, this office will issue Invitation for Bids for the construction of Replace Unit Breakers, Fort Randall Project, SD. Bids will be opened on or about 14 Jun 2001. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should make reservations for the site visit with Ron Gall, Project Manager's Office, Fort Randall Project, U.S. Army Corps of Engineers, P.O. Box 199, Pickstown, South Dakota 57367-0019, Telephone (605) 487?7845 Ext 3004. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Ordering" below. The work will include the following: (Approx. quantities)Work will involve replacing or retrofitting ten existing 1950's vintage Allis Chalmers Model AB-15-1000 station class air-blast type circuit breakers and isolation disconnect switches with vacuum or SF-6 metal-clad sealed interrupter type circuit breakers or breaker assemblies. Eight of the generator breakers will be rated 15kV, 3,000 ampere continuous, 95kV BIL with an interrupting rating of 37,000 amperes. The two station service breakers will be rated 15kV, 1,200 ampere continuous, 95kV BIL with an interrupting rating of 63,000 amperes. Switchgear enclosures and buswork may be retained to the extent practicable for the retrofit assemblies option. Segregated-phase bus shall be modified or removed as required and new metal-enclosed bus furnished and connected as required. Existing gapped valve-type generator surge arresters shall be replaced by metal-oxide types. The estimated construction cost of this project is between $750,000 and $1,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2000:(a Small Business:61.2% of planned subcontracting dollars.(b) Small Disadvantaged Business:9.1% of planned subcontracting dollars.(c) Women Owned Small Business: 5.0% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 480 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
