Description

NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for Environmental Test & Integration Services in support of the Applied Engineering Technology Directorate's Mechanical Systems Center. This procurement is a follow-on effort to requirements currently being performed under Contract NAS5-32537. Potential offerors are encouraged to comment on all aspects of the solicitation, including requirements, schedules, proposal instructions, terms and conditions, and evaluation approaches. Offerors are also encouraged to point out any unnecessary or inefficient requirements. Services required will include: 7Operation, maintenance, and upgrade of environmental test equipment and facilities located in the GSFC Building 7/10/15/29 complex and Area 300 magnetic test site; 7Mechanical, and optical integration of spacecraft, flight experiment components, space shuttle carriers, instruments, sub-assemblies and systems 7Design, manufacture, and operation of ground handling equipment and fixtures 7Design, manufacture, and operation of optical alignment and calibration systems 7Design, manufacture and installation of space flight thermal blankets 7Design, manufacture and installation of space flight and ground support system cable harnesses; 7Cleanroom operation and maintenance 7Contamination control services 7Maintenance and operation of certain physical plant systems such as processed water, emergency power, and conditioned cleanroom air HVAC and humidity systems 7Recertification of lifting and handling devices, and pressure vessel systems 7Facility and operations safety 7Data acquisition and analysis system development and management. This procurement will be conducted as a full and open competition. The provisions and clauses in the RFP are those in effect through FAC 97-23. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed. See NASA Specific Note "B". The NAICS Code and Size Standard are 541330 and $20 million, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of DRAFT RFP5-06088 is on or about May 15, 2001. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP or to otherwise pay for the information solicited. The anticipated release date of the final RFP is on or about July 15, 2001, with proposals due approximately 45 days after the solicitation release date. This synopsis shall serve as the presolicitation notice for the draft as well as the final RFP. No additional synopsis will be posted for the final RFP. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
