Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to purchase the following items from Aerodyne Research, Inc. (ARI), Billerica, MA 01821 under the authority of 10 U.S.C. 2304 (c)(1) "only one responsible source and no other supplies or services will satisfy agency requirements". The measurements involve the use of an existing, Government-owned ARI-manufactured Tunable Diode Laser (TDL) system and an ARI-manufactured Aerosol Mass spectrometer (AMS) system. Only these two systems are capable of measuring all the aerosol precursers and other reactive species listed in the statement of work, below, and only ARI can provide the technical assistance the Government requires with the TDL. The items being purchased are as follows: Item 1, Measurement of Sub-Micron Aerosol Chemical Composition, Qty. 1 job, and Item 2, Technical Support of Measurements of SO2, SO3, HONO, HNO3, and CO2, Qty. 1 job. The items shall be furnished in accordance with the following statement of work: Statement of Work Task 1. Measurements of Sub-Micron Aerosol Chemical Composition 7 The Contractor shall conduct the field measurements at NASA Langley Research Center using Contractor's Aerosol Mass Spectrometer (AMS) system. 7 The Contractor shall support up to four weeks of testing period to sample aircraft exhaust for chemical composition of aerosols. 7 The Contractor shall perform the analysis of the data acquired during the field measurements to yield size resolved chemical composition of the measured aerosols. Fragments in the mass spectra shall be classified into groups according to their size distributions and time trends. The parent molecules that yield the different classes of fragments shall be identified. 7 The Contractor shall compare the aerosol measurements with the gas phase measurements. 7 The Contractor shall compile the analyzed results into a final report including the database and the analysis. Task 2. Technical Support of Measurements of SO2, SO3, HONO, HNO3, CO2 7 The Contractor shall assist in predicting expected spectra, identifying optimum spectral regions, and determining laser diode conditions that allow operation in these spectral regions. 7 The Contractor shall assist in the operation of the Tunable Diode Laser (TDL) system in the field measurements at NASA Langley Research Center, up to four weeks, to acquire SO2, SO3, HONO, HNO3, CO2 data from aircraft exhaust. 7 The Contractor shall assist in analyzing the test data, including comparison with other measurements, and an assessment of the operation of the TDL system and the reactive species sampling probe. The provisions and clauses in the RFQ are those in effect through FAC 97-23. The NAICS Code and the small business size standard for this procurement are 541710 and 1000 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center, Cleveland, OH 44135 is required within tewlve (12) months ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-A1. Quotations for the items(s) described above are due by 4:30 pm EDT, May 11, 2001 and may be mailed or faxed to Michelle A. Mader, NASA Glenn Research Center, Clevleland, OH 44135 (fax no. 216-433-2480) and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), cage code, identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference.
