Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to purchase the following items from Aerodyne Research, Inc. (ARI), Billerica, MA 01821 under the authority of 10 U.S.C. 2304 (c)(1) "only one responsible source and no other supplies or services will satisfy agency requirements." ARI is the only company whose modeling capability includes coupling a detailed microphysical model with a realistic fluid mechanical model of the aircraft wake environment. The items being purchased are: Item 1, Review and Evaluate Soot Emission Correlations and Soot Emission Measurements, Qty. 1 job and Item 2, Review and Evaluate Sulfur Conversion and Volatile Aerosol Emission Measurements and Modeling Studies of Volatile Aerosol Formation, Qty. 1 job. There will also be the following eight (8) option items, which may be exercised via unilateral contract modification, in whole or in part, at any time within 54 months after the date of award of the order. If a modification only exercises some of the eight (8) option items, this option clause shall be considered to continue to cover the remaining items for the entire 54 month period. The option items are: Item 3, Develop and Evaluate Non-Volatile Particle Emissions Methodology Applicable to Use in Aircraft Emission Inventories as a First Order Calculation, Qty. 1 job; Item 4, Implementation of the Non-Volatile Particle Emissions Methodology to Calculate the Regional/Global Inventories Using Existing NASA-defined Tools, Qty. 1 job; Item 5, Develop and Evaluate a First Order Volatile Particle Emissions Methodology, Qty. 1 job; Item 6, Implementation of the Volatile Particle Emissions Methodology to Calculate the Regional/Global Inventories Using Existing NASA-defined Tools, Qty. 1 ea.; Item 7, Develop and Evaluate Non-Volatile Particle Emissions Methodology Applicable for Use in Aircraft Emission Inventories Based on More Sophisticated Methods, Qty. 1 job; Item 8, Support the Implementation of the More Sophisticated Non-Volatile Particle Emissions Methodology to Calculate the Regional/Global Inventories, Qty. 1 job; Item 9, Develop and Evaluate a More Sophisticated Volatile Aerosol Emissions Methodology, Qty. 1 job; and Item 10, Implementation of the More Sophisticated Volatile Aerosol Emissions Methodology to Calculate Regional/Global Inventories. The provisions and clauses in the RFQ are those in effect through FAC 97-23. The NAICS Code and the small business size standard for this procurement are 541710 and 1000 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery of Items 1 and 2 to NASA Glenn Research Center, Cleveland , OH 44135 is required within six (6) months ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-A1. Quotations for the items(s) described above are due by 4:30 pm, EDT, May 11, 2001 and may be mailed or faxed to Michelle A. Mader, NASA Glenn Research Center, Mail Stop 500-305, Cleveland, OH 44135 (fax 216-433-2480) and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), Cage Code, identification of any special commercial terms, and be signed by an authorized company representative.
