Description
The United States Department of Justice (DOJ), Justice Management Division (JMD), Wireless Management Office (WMO) intends to issue a Request for Proposals for Land Mobile Radio (LMR) engineering support services. The WMO is responsible for planning, developing, and implementing a consolidated, wireless communications network, to be known as the Justice Wireless Network (JWN). The JWN will provide DOJ law enforcement components (the Drug Enforcement Administration, the Federal Bureau of Investigation, the Federal Bureau of Prisons, the Immigration and Naturalization Service, the Office of the Inspector General, and the U.S. Marshals Service) with nationwide wireless communications. The successful offeror will be required to develop a recommended architecture for the JWN which most efficiently addresses DOJ's functional requirements. The successful offeror's recommended JWN architecture will be required to address both nationwide design concerns and specific geographic needs, system use, frequency allocation issues/factors, and capacity analyses for each region of the country. In connection with the architecture, the successful offeror will recommend technical specifications, conduct a preliminary risk analysis, develop a cost model, and provide technical advice to DOJ as the JWN is deployed. The architecture adopted by DOJ will ultimately guide the deployment of the JWN. Contractors providing support services under this RFP for JWN architecture development will be excluded from bidding on subsequent work for the development, deployment and operations of the JWN itself. The Government anticipates a base period of twelve months for the resultant contract with four additional option periods of twelve months each for a total period of performance of sixty (60) months. All information regarding this procurement, including the solicitation document and amendments, will only be made available electronically on the Department's Internet site at "http://www.usdoj.gov" under the "Business with DOJ" and "Procurement Opportunities" links. The solicitation and other information should be available for viewing/downloading by May 23, 2001 with proposals due at least thirty (30) days thereafter. Interested parties should periodically check this Internet site for information regarding the schedule and this acquisition.
