- Description
- This announcement is for the purpose of soliciting names of United States construction firms, Qatar construction firms, or joint ventures of U.S. and Qatar construction firms interested in submitting an offer on a project in the State of Qatar as described in the Project Scope below. To be considered a U.S. construction firm, the firm must: Perform construction as a significant portion of its business; be incorporated and have its corporate headquarters in the U.S.; have paid corporate franchise and employment taxes in the U.S. for a minimum of two (2) years and shall have filed state and federal income tax declaration for a minimum of two (2) corporate years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. To be considered a Qatar construction firm the firm must be so registered and qualified by the Qatar Government Central Tender Committee (CTC). PROJECT SCOPE: Construct and/or renovate the following facilities with support utilities: Dog Kennel, Guard/Personnel Search Buildings, Post Exchange, Vehicle Barriers, Fuel Transfer Pad, and Dining Facility alterations . Building construction is either pre-engineered metal buildings or cast-in-place reinforced concrete frame with concrete masonry block in-fill walls. The solicitation may also include provisions for furniture and furnishings, installation of government furnished equipment, spare parts, and systems O&M manuals. The proposal schedule may include Optional items. Estimated value is $1,000,000 to $5,000,000. All construction is within an existing military installation known as Camp As Sayliyah on the outskirts of the capital city, Doha, Qatar. Base access and security provisions will be included in the solicitation. Such provisions may restrict certain nationalities from entering the base. ADDITIONAL REQUIREMENTS: All firms applying shall be licensed to do business in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Qatar to become licensed. Contractors responding to this notice and meeting all conditions of this notice will receive a request for proposal. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government shall furnish two (2) copies of the CD-ROM(s) containing the specifications to prospective offerors at no charge. The official solicitation is found on the CD-ROM(s). Paper copies of the solicitation and additional copies of these CD-ROM(s) are NOT available. CONTRACT PROCEDURES: Contract award will be based upon a Best Value analysis of all proposals; including, at a minimum, the evaluation of each offeror's price reasonableness, past performance, technical competence, and understanding of the scope of the project. Complete evaluation criteria and order of precedence will be conveyed within the RFP. The contract is to be awarded on a firm-fixed price basis only. Tentative date for issuance of Request for Proposal (RFP) DACA78-00-R-0015 is June 06, 2001. A pre-proposal site visit is planned during the proposal period. Tentative date for receipt of proposals is July 25, 2001. Tentative construction award date is August 16, 2001. Tentative construction period is 14 months. The solicitation may address requirements for priority sequencing of construction and phased completion of various facilities. Firms interested in receiving this solicitation should send a written request to either the address listed above or fax a copy to Mr. Rick Elder, 540-665-4033. The request MUST state ALL of the following: the name of the firm, whether the firm's interest is as a prime construction contractor or a subcontractor/supplier, both mailing and shipping addresses of the firm, telephone and fax numbers, point of contact, and reference the solicitation number (RFP number). CONSTRAINT: Contract award must be made by September 30, 2001.
