Description
THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. A draft Request For Proposal (RFP) is expected to be released on or about 10 May 2001 to precede issuance of a formal RFP to replace cancelled RFP N68335-01-R-0011 for the Improved Aircraft Recovery Control (ARC) System. Comments from industry are encouraged upon release of the DRAFT RFP. The DRAFT RFP and new formal RFP will reflect the following change in requirements: NAVAIR is seeking sources to design, develop, manufacture, test and support a Valve Actuation and Control (VAC) System for the Mark 7 Arresting Gear ARC System. The current Mark 7 Arresting Gear System installed on US Navy CVN 68 Class aircraft carriers consists of four engines with Cross Deck Pendants (CDP) for conventional fixed wing aircraft recovery and one capable of being rigged with a barricade for emergency landing. On CVN 76 and CVN 77 aircraft carriers, the arresting gear system consists of two engines with CDP and two that can be configured either as CDP or a Barricade. The arresting gear is designed to recover the current inventory of Naval aircraft used on aircraft carriers and can be expanded to handle aircraft that are faster and heavier by appropriate modification of the ARC System components. These components consist of the Constant Run-out Valve (CROV), Retraction Control Valve (RCV) and Air Control Valve (ACV), as well as their control and actuation systems. The VAC System is intended to replace the existing control and actuation systems of the Mark 7 Aircraft Arresting Gear Constant Run-out Valve (CROV), Retraction Control Valve (RCV) and Air Control Valve (ACV). The VAC System shall provide for remote (i.e., outside the Arresting Gear Equipment Spaces) control and monitoring of the arresting gear in the primary operating mode. This second requirement will be accomplished by interfacing to the Arresting Gear Cross Check System (AGCCS), thus allowing the AGCCS workstations to control all aspects of the VAC System. The only exceptions are the Retraction Control/Indicator Panel that is part of the VAC System, and the VAC System Arresting Gear Control/Indicator (AGCI) located in each Arresting Gear Engine Room. The system shall be highly reliable with exceedingly low probability of a system failure during a recovery event. A formal RFP is expected to be issued on or about 20 June 2001. NAWCAD Lakehurst will synopsize any formal contract action in the CBD prior to its release. This notice is not a solicitation of offers and the Government is not liable for the costs for any activity associated with a response to this announcement. Attachments to the DRAFT RFP will contain technical data subject to the International Traffic in Arms Regulation (ITAR). See Note 8. This information may only be released to individuals or enterprises that have been certified by the Defense Logistics Services Center (DLSC). It is required that all interested parties, who have not already done so in response to the cancelled RFP, submit a current completed and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to NAWCAD Lakehurst contracting office via facsimile to the following facsimile number (732) 343-4822. The attachments for the DRAFT RFP are the same as those previously sent to respondents under the cancelled RFP N68335-01-R-0011. Requests for the attachments to the DRAFT RFP shall be submitted to Ms. Alice Tornquist, Naval Air Warfare Center Aircraft Division, Code 25231B129-2, Hwy 547, Lakehurst NJ 08733-5082, who may be reached at 732-323-4316, facsimile 732-323-4822 or e-mail, tornquist@navair.navy.mil.
