Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F01600-01-T-0068 is issued as a Request for Proposal using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR subpart 13.5. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This purchase has a DPAS rating of C9E and is unrestricted. The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a firm fixed price contract for the following items. All items must be Corbin/Russwin, no equals. Item 1: Mortise lock, part # ML2010-DSR-626, Qty-20; item 2: Mortise lock, part # ML2065-DSR-626, qty-40; item 3: Conversion Kit, part # 683F34, qty-40; item 4: throughbolt packet, r escutcheon, part # 439F34, qty-50; item 5: mortise lock mounting packet, part # 429F41, qty-50; item 6: spindle (leverxlever), part # 499F83-8, qty-25; item 7: adjusting nut for cast knob, part # 118F48-8, qty-15; item 8: spacer for cast knob, part # 497F52-8, qty-15; item 9: sleeve for cast knob (626 Finish), part # 206F53-8, qty-15; item 10: roll pin, part # 228F54-8, qty-50; item 11: front deadbolt & latch (626), part # 423F54, qty-20; item 12: front latchbolt only (626), part # 423F55, qty-20; item 13: spindle (knob x knob), part # 409F06-8, qty-20; item 14: inside grip only, escutcheon, part # 545F87, qty-50; item 15: inside lever (RH/RHR), part # 670F31, qty-40; item 16: inside lever (LH/LHR), part # 670F31, qty-40; item 17: outside lever & spindle assembly (RH/RHR), part # 670F68, qty-40; item 18: outside lever & spindle assembly (LH/LHR), part # 670F67, qty-40; All lock cylinders must be provided with 59C2-6 keyways. Delivery of items will be FOB Destination to the Federal Prison Camp,Bldg 1249, Maxwell AFB, AL 36112 with a desired delivery date of no later than 45 days after receiving order. The following Federal Acquisition Regulation (FAR) provisions are applicable to this acquisition: 52.212-1, Instructions to Offers-Commercial Items (Oct 2000); 52.212-2, Evaluation-Commmercial Items The Government will make an award to the lowest priced, responsible, contractor whose proposal conforms to the solicitation. In addition to the price, the following factor shall be used to evaluate proposals: past performance and the best value to the Government. The Government reserves the right to evaluate delivery capability and make a best value decision. The contractor must be registered in the Central Contractor Registration database; 52.212-3, Offer Representations and Certifications (Apr 2001)- Commercial Items is applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions (May 1999)-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Feb 2001)-Commercial Items, with the following clauses being applicable to this solicitation: 52.222-3, 52.222-26, 52.222-35, 52.222-36, 52.232-33, 52.233-3, 52.252-2, 52.252-6, 252.204-7003, 252.204-7004 CCR, and 252.212-7001(DEV). The following additional DFARS clauses under paragraph (a) are applicable: 252.225-7000; 252.225-7001, Buy American Act and Balance of Payments Program.
