- Description
- The U.S. Environmental Protection Agency (EPA), Research Triangle Park, North Carolina, is responsible for analyzing data reported by the numerous national monitoring networks. The purpose of this requirement is to determine the feasibility of using the techniques implemented in the Positive Matrix Factorization (PMF) software tools PMF2 and ME2 (ftp://rock.helsinki.fi/pub/misc/pmf/) to discern spatial patterns in PM2.5, to associate various meteorological regimes with those patterns, to associate spatial patterns of other pollutants with those of PM2.5, and to interpret these associations in a regulatory setting. In conducting this work, the successful offeror must be cognizant of the multiple spatial (e.g., urban, regional) and temporal (e.g., seasonal, inter annual) scales underlying the PM2.5, ozone, other pollutants, and meteorological atmospheric processes. The requirement will include the following tasks: 1) Determining Spatial Patterns in PM2.5; 2) Associating the Spatial Patterns in PM2.5 with meteorological parameters and/or co-pollutants; 3) Investigating performance of PMF2 and ME2; and 4) Present findings to EPA in RTP. NAICS Code 541620 applies. It is estimated that the RFQ will be issued approximately 15 days after the date of this notice. Quotes will be due approximately two (2) days after the RFQ issuance date. Firms may submit a written request for a FAX copy of the RFQ from the contact point at the address above. Telephone and FAX requests will be honored. Only one copy will be FAXed to a corporate entity, regardless of the number of requests from one or more different geographic location. All responsible sources may submit a quotation which shall be considered by the Agency.
