STATEMENT OF WORK FOR DEPARTMENT OF THE INTERIOR QUICKTIME TIME AND ATTENDANCE SYSTEM April 19, 2001 DEPARTMENT OF THE INTERIOR NATIONAL BUSINESS CENTER 7301 WEST MANSFIELD AVENUE LAKEWOOD, COLORADO 80235 Background of the National Business Center: The National Business Center was formed to provide cross servicing of administrative functions and computer applications to the Department of the Interior and other Federal Government agencies. The National Business Center has offices in Washington, D. C.; Reston, Virginia, and Lakewood, Colorado. The National Business Center, Products and Services (NBC/PS) is located is Lakewood, Colorado. NBC/PS owns, maintains, and operates a large datacenter to support the Federal Personnel and Payroll System (FPPS), the Federal Financial System, and other Government client specific applications. The NBC/PS datacenter consists of a large general purpose IBM mainframe environment and servers, dedicated to specific applications, from various hardware vendors. The NBC/PS developed and maintains FPPS. Clients serviced by FPPS include the Department of the Interior, Social Security Administration, Department of Education, Federal Labor Relations Authority, Security and Exchange Commission, Federal Trade Commission, International Trade Commission, Federal Trade Commission, Selective Service System, Overseas Private Investment Corporation, Inter-American Foundation, African Development Foundation, James Madison Memorial Foundation, U.S. Trade and Development Agency, Presidio Trust Fund, Pension Benefit Guaranty Corporation and other Departments, Offices, and/or Commissions. FPPS services in excess of 180,000 client accounts per year. Background on Time and Attendance Reporting: Federal Government employees are required to report time and attendance (T&A) data every two weeks, termed a pay period, for payroll purposes. The pay period covers Sunday through Saturday of the two week period. Time, in hours/minutes, is recorded for each day during which the employee is defined to work. The time is broken into hours/minutes worked by cost structure, hours/minutes of leave taken, hours/minutes of credit hours earned, hours/minutes of overtime earned, etc. Each set of hours/minutes is coded with an accounting cost structure and a code which defines the type of hours/minutes (e.g. 010 is regular hours worked; 020 is annual leave taken; 241 is credit hours earned, etc.) reported. Approving officials (e.g. supervisors, hereafter termed certifiers) are required to certify T&A data before the data is transmitted to a payroll system (e.g, FPPS). Federal regulations require that certified T&A data be retained for six full years. Background on Quicktime: Quicktime is a T&A application which was developed under contract for the National Business Center. Quicktime is used by employees to record in and out times, by timekeepers to validate the time entered by their assigned employees, by certifiers to certify the time for their assigned employees, and by a system administrator to lock the records and transmit the time to the payroll system. Quicktime interfaces with FPPS and other governmental payroll systems. Times recorded include beginning and end of the employees work day, beginning and end of lunch breaks, and departure and return from approved leave status that may cover increments as low as 15 minutes and up to two weeks. The Quicktime application allows for multiple in and out times in a day. All time reported by employees is edited against pre-established work day parameters to include regular work hours, break times, approved leave, and premium hours such as overtime, credit hours, and compensatory time off. Hours/minutes of work can be charged against multiple cost structures in any given pay period. Quicktime is currently being tested by the Social Security Administration (SSA) with a limited number of users. Upon successful completion, Quicktime usage will grow to in excess of 65,000 client accounts and potentially beyond if other agencies elect to use the system. Because SSA, and potentially other agencies who may use Quicktime work on shifts, Quicktime must be available to the clients 24 hours per day, 7 days per week. Because of the criticality of the application, Quicktime requires a fail over system in place to minimize interruption of service. Quicktime consists of three parts -- web access; the application; and a database. Quicktime runs in a single or multiple server environment. Quicktime is accessed via a web browser. Oracle is the database used by Quicktime. Quicktime executes on both NT and UNIX operating systems. The NT version is being used during the test with SSA. The UNIX version will be used in production with SSA. The UNIX version executes solely on Sun Solaris servers. The stress testing will be performed exclusively on Sun Solaris. Background on Stress Testing of Quicktime: A separate contract is being awarded to perform a stress test of Quicktime in accordance with a defined business model for the Social Security Administration. Assistance from Prolifics is required before and during the stress testing of Quicktime. Objective of this Statement of Work: The objectives of this statement of work are: 1) to add performance monitoring code to "Panther" (proprietary software from Prolifics) to facilitate the stress testing. 2) during the stress testing of Quicktime at the NBC: to glean performance information from the various monitoring points in the architecture to review and analyze logged events from each monitor to develop and document recommendations for change to the architecture to present the findings and recommendations to the NBC staff. Requirements/Tasks: 1. Modify Panther 2. Support during the stress testing of Quicktime 3. Analysis of logged information from Panther during stress tests 4. Hardware/architecture tuning parameter assessment/recommendations 5. Assessment of Quicktime application performance A. TASKS 1. Modify Panther software to include performance monitoring 2. Document the list of modified Panther log files 3. Define the performance monitoring log details 4. Provide knowledge base of Quicktime to Stress Testing contractor 5. Monitor Stress testing of Quicktime on-site 6. Analyze results from modified Panther log files created during stress testing 7. Develop recommendations for architecture change including operating system tuning parameters, etc. 8. Develop recommendations for Quicktime software modifications 9. Document/present recommendations B. REPORTS Contractor shall submit a weekly status report to the Contracting Officer's Representative which: Defines the tasks accomplished Defines the projected work for the next week C. DELIVERABLE/SCHEDULE Delivery dates for assignments will be agreed upon between the COR and the contractor. Contractor will make every effort to accommodate the dates provided. At a minimum, the contractor shall provide: o Modified Panther software o Recommendations from the logged results from the stress tests for architectural change including operating system parameters, etc. o Recommendations from the logged results from the stress tests for performance modifications to Quicktime. D. LEVEL OF EFFORT o Panther Specialist -- maximum of 96 hours o Architectural Specialist -- maximum of 264 hours estimated as follows: 1. Initial Stress testing Off site preparation ..40 hours Stress test on site .64 hours 2. Four Repeat of Stress Test On-site 4 at 40 hours each .160 hours E. OTHER CONSIDERATIONS DATA INTEGRITY. Data pertaining to other contracts/services reside on ADP systems utilized by the DOI. The Contractor shall not divulge this information or use this information for gain. CONTRACT WORK LOCATION. Work under this Statement of Work shll be performed at Prolifics offices and at the Department of the Interior, National Business Center, 7301 West Mansfield Avenue, Lakewood, Colorado. GOVERNMENT FURNISHED EQUIPMENT Access to the computers used for the stress testing Access to the computer room where the computers being for the stress testing reside. Working space, chairs, and cubicle areas at the NBC office. Telephones for official use, tables, and other normal office supplies. TRAVEL Travel in the amount of $13528 is allowed under this Statement of Work . This includes: Round trip air fare Rental car (economy) Lodging Meals, incidentals Travel is allocated as follows: Initial stress test 8 days Four repeat stress tests ..5 days each CONTACTS.
