Description
The United States Department of Labor, supportive of the Information Technology Center, is seeking a contractor for the following: The Department of Labor is developing the capabilities required to electronically sign, authenticate and protect data and transactions between Intra-agencies, other Federal agencies, State, citizens, and Contractors. The Department has migrated several applications from traditional mainframe or client server environments to web-based solutions and has committed to upgrading and deploying new systems to this environment. The Government Paperwork Elimination Act (GPEA) of 1998 has further bolstered this commitment. GPEA required that the Department provide, where appropriate, capabilities to electronically deliver program services. Such service delivery should be secure and provide assurances of privacy. The Department has identified capabilities that are critical to attaining information assurance (IA) for electronic transactions and data from or for these transactions. These capabilities include identity proofing, confidentiality, authentication, non-repudiation, archiving, and backup copies of data, virus protection, internal security, enforcement, and deterrence against hacking. To obtain the framework for these capabilities, the Department is implementing a Public Key Infrastructure (PKI). The Department provides services to millions of citizens and interacts with a significant community of business and private contractors. Each such interaction is described within DOL's seven core business functions and over 150 business processes. The data created from or for these transactions must be properly protected during all phases of its development, review, dissemination, and storage. A target date of October 2003 has been set in GPEA for government-wide attainment of its objectives. While this is now two years away, the Department has set a major interim milestone: Integrate IA capabilities supporting identity proofing, confidentiality of and authenticated access to stored data utilizing the PKI key materials being employed in the Department. Confidentiality of these data will be achieved by "file-level" encryption utilizing X.509 V3 dual key pair certificates from the VeriSign On-Site Administrator Certificate Authority. The purpose of this requirement is to obtain software to perform file level encryption and optional installation. These goods and services are for the Department of Labor (DOL) and its Agencies, to support the implementation of the Government Paperwork Elimination Act (GPEA) by implementing confidentiality and authentication capabilities for stored data. The Information Technology Center (ITC) will deploy the desktop applications via remote administration means. The application must utilize (at least) X.509 v3 dual key pair as well as single key pair X.509 v.3 certificates from the VeriSign On-Site Administrator Certificate Authority in order to encrypt, decrypt, digitally sign, and authenticate data (files) and synchronous data encryption keys. The application will reside locally on each workstation, or at least as an optional load, to support both on-line and off-line file level services. THIS IS NOT A REQUEST FOR PROPOSALS.
