- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-23. This acquisition is 100% small business set-aside and the NAICS code is 541219 with a small business size standard of $6.0 million. It is the intent of the National Institutes of Health (NIH) to negotiate on a sole source basis with Ms. Kathy Chiacchierini, Gaithersburg, Maryland, to provide expert technical consulting services to the NIH Business System (NBS) Project. These services are related specifically to training issues and activities on the NBS project. NIH recently completed a comprehensive management and systems analysis to define the requirements for a new administrative computing system and evaluated potential systems to satisfy these requirements. This analysis has determined that the NIH must replace its current system with an off-the-shelf software product. As part of this implementation, NIH has engaged the services of numerous functional specialists to help design and configure the software to suit NIH needs. NIH is seeking the assistance from an individual with an expert understanding of NIH travel and related administrative systems, and experience and expertise in travel related issues. NIH requires the expert technical consulting services to support the NBS project for a period of three years and six months. Specifically, the contractor shall assist the NBS Functional Manager in the following areas: 1) develop and test the travel system; 2) identify the design changes and configure of the travel system; 3) design and apply business rules and workflow requirements; 4) pre-deployment activity including developing technical and user documentation for each function to be deployed; and 5) deployment activities including converting all relevant data to the NBS and validate that the new databases are properly constituted. Ms. Chiacchierini has provided expert travel training services to the Office of the Director, Office of Human Resource Management Training Center for the last 15 years, under numerous training orders. Ms. Chiacchierini's previous experiences as a travel trainer with the NIH training center uniquely qualifies her as the only source capable of successfully providing the necessary consultant services. This requirement represents a continuation of the services she is currently providing to the NBS project. She therefore will require no orientation to NIH travel and related administrative issues. She has an extensive knowledge of travel issues, particularly at the NIH and has a long record of providing this training to other DHHS agencies, as well as, other government and commercial agencies. She has vast travel knowledge of the type required by the NBS project. NIH has determined that Ms. Chiaccherini is the only source with the unique combination of required expertise and experience who can successfully complete the requirements listed above. Vendor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this purchase order.
