- Description
- It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with Lynn McCreedy, Ph.D. for a continuation of services for the lexicon building services. The vendor will continue performing the following: (1) Encode lexical items in SPECIALIST lexicon unit record format as specified in NLM Technical Report No.: NLM-LHC-93-1 using government supplied lexicon building equipment and software. Contractor is given lists of terms to be encoded and return completed work to NLM to be verified by NLM staff; (2) Provide quality control and maintenance to the SPECIALIST lexicon to insure its accuracy and completeness. The SPECIALIST lexicon is a large syntactic lexicon of both ordinary English and specifically medical English words and terms. It records syntactic, orthographic and morphological information in a machine readable format that is distributed as one of the UMLS knowledge sources. The Lexicon is used extensively within the National Library of Medicine and in the Medical Informatics community. Expertise with the linguistics of English particularly with regard to lexical issues, such as verb complementation, inflectional and derivational morphology and spelling variation is required as well as a close familiarity with the format of the SPECIALIST lexicon. Dr. McCreedy can continue to provide these services beginning immediately and have the requisite experience and expertise. The proposed acquisition will be procured under FAR Part 13 -- Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
