Description

The Department of Health and Human Services seeks qualified offerors to perform an evaluation of the Partners for Fragile Families Demonstration Projects. The Partners for Fragile Families projects will test new ways for state-run child support enforcement programs and community-based organizations to work together to help young noncustodial fathers obtain employment, make child support payments and learn parenting skills. The goal of the evaluation of the Partners for Fragile Families demonstrations sites is to determine if changes in the way public agencies and community organizations work with noncustodial fathers increase the likelihood of positive outcomes for children and parents. The evaluation will: 1.) increase our knowledge about systems change, especially child support agencies' ability and willingness to develop more flexible policies to address the concerns and needs of poor fathers and mothers, 2.) build knowledge about program operations and delivery of services to fragile families, and 3.) will analyze client behavior and outcomes. The evaluation will require OMB clearance. This acquisition is a full and open competition. The period of performance will be sixty months. A cost reimbursement type contract is anticipated. The date of issue for this RFP will be approximately 15 calendar days after this notice is published. Proposals will be due 45 days after issuance date of the RFP.
