- PROJECT INFORMATION: A.Firms interested in participating in the two-phased selection process for this design/build project should submit an expression of interest via email to the point of contact shown above. B. This project consists of the design/build of a complete and usable emergency operations center (EOC) to serve as a multi-use facility housing an emergency response team comprised of fulltime LANL staff and staff from Los Alamos County. The facility shall be capable of meeting and withstanding any anticipated emergency (i.e. emergency response actions would not be compromised by the emergency itself), including natural phenomena events, and in which occupants may be sustained for up to 14 days with filtered air and backup building services. C. Conceptually, the structure can be described as follows: The facility shall be a multi-story structure with approximately 22,000 ft2 of usable interior floor space. The facility shall consist of two distinct structural elements. The first portion is a two-story primary and secondary EOC, which would be the central core of the entire facility. The second consists of a series of office and meeting spaces surrounding the perimeter of the EOC core. The exterior wall system and the two-story walls of the primary and secondary EOC shall be solid grout-filled concrete masonry unit (CMU) construction or concrete cast-in-place walls. The foundation system for the facility would be a matt foundation. Site development includes all building utilities connected to the LANL utilities systems, parking areas with asphalt concrete paving, concrete sidewalks, concrete curbs and gutter, and landscaping. Also included is the installation of a 47,800-gallon fuel oil storage tank, a 21,000-gallon sanitary waste storage tank, a 21,000-gallon potable water storage tank, a 120,000-gallon fire suppression water storage tank, and possibly a freestanding communications tower. The project estimated dollar value is $20,000,000 and the estimated completion period is 730 days after the Notice to Proceed is issued. D. This solicitation will be conducted in two phases. Selection will be based on best-value source selection process using a two-phased approach; Phase One, being the Request for Qualifications RFQ; and Phase Two, being the Request for Proposal (RFP). In Phase One (pre-qualification RFQ), Offeror's shall submit qualifications consistent with the qualification factors. The qualification information submitted will be evaluated by the University to determine which Offeror(s) qualify to receive Request For Proposals (RFP) under Phase Two. E. The Request For Qualification (RFQ Phase One) for this project will be posted at: http://XXXXXXXXXX.gov on or about May 18, 2001 with a response due on or about June 8, 2001. The RFQ will include the detailed pre-qualification evaluation factors and submittal instructions. Qualification factors may include but not be limited to: 1) demonstrated successful completion of design-build projects similar to this scope of work, such as Emergency Communications/Operations Centers, Emergency Preparedness Centers, Essential Service Facilities, etc., with construction contracts of at least $20,000,000, 2) experience working with other member(s) of the proposed team on previous design-build construction projects, 3) acceptable safety record by evaluating the Contractor's safety record for 3 annual periods by using the U.S. Bureau of Labor Statistics Guidelines to determine documented record and lost workdays from the Contractor's OSHA 200 logs, and 4) a documented quality assurance program. Any subsequent revisions to the RFQ will be shown on the referenced Internet website. The University shall not mail, fax, or e-mail the Pre-Qualification pages or any update(s) to the RFQ. The website is occasionally inaccessible due to maintenance. The University is not responsible for any loss of Internet connectivity or for an Offeror(s) inability to access the document posted at the referenced website. F. In Phase Two, Request for Proposal (RFP) shall be furnished to the pre-qualified Offeror(s) after the pre-qualification process (RFQ) has been completed. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this project is 23320, Administration Building Construction, which is matched to SIC Code 1542, General Contractors-Nonresidential Buildings, Other Than Industrial.
