- Joint Expeditionary Force Experiment 2002 (JEFX 02) "Call for Initiatives." JEFX 02 is a large-scale experiment focused on exploring the following question: what advanced capabilities are necessary to execute effects-based operations focused on Time Critical Targeting (TCT) and Intelligence, Surveillance, and Reconnaissance (ISR) management in a reduced footprint expeditionary Coalition Aerospace Operations Center (CAOC) environment with alliance (selected NATO partners) information sharing? HQ Air Combat Command (ACC) is the executive agent for JEFX 02. Aerospace Command and Control, Intelligence, Surveillance and Reconnaissance Center (AC2ISRC) is the implementing agent, and Electronic Systems Center (ESC) is the acquisition arm and systems architect. JEFX 02 will be part of USJFCOM's Millennium Challenge (MC) 02. JEFX 02 will use Predictive Battlespace Awareness (PBA) and Global Strike Task Force (GSTF) concept to "kick in the door" and TCT in the execution phase to support MC 02. PBA provides the foundation for the emerging effects-based methodology central to conducting short-notice, global maneuver and attack. In order to improve the utility of current and emerging systems to support decision making, PBA ensures the availability of decision quality information and avoids a "data rich, information poor" command environment. Breaking from previous JEFX business practices, the goal of JEFX 02 is to obtain/fund a smaller number of integrated enabling initiatives. JEFX 02 will concentrate its TCT efforts on the following capability statements: 1) conduct terrain analysis to refine threat location and movement projections (Find); 2)provide continuous Intelligence Preparation of the Battlespace (IPB) development and enemy course of action refinement using real time sensor data (find); 3) display near real time TCT ground picture for evidence accrual and rapid identification (find, fix, track, target); 4) develop rapid, high fidelity targeting information for TCT engagements (fix, target); 5) provide rapid weapon target pairing based on commander's guidance, rules of engagement, target priority, attrition analysis and probability of kill (target, engage); and 6) enable data links for rapid TCT operations (find, fix, track, target, engage and assess). ISR management is linked to TCT for JEFX 02. The ISR management capabilities that will be examined are prioritized to support TCT requirements. These capabilities include dynamic ISR to provide fused data to decision-makers and aircrews to enable them to meet the JEFX 02 desired TCT capability goal of 30 minutes or less -- the capability to manage ISR collection operations to meet time critical objectives. The above functions will be executed in the environment of an expeditionary CAOC that is smaller in both people and equipment than the current structure with alliance participation on the Expeditionary CAOC floor. The long-term AF goal is to greatly reduce CAOC manning in all functional areas, including the joint teams (Battlefield Coordination Detachment Liaison, Marine Liaison Officer, Naval and Amphibious Liaison Element and Special Operations Liaison Element). The specific JEFX 02 goal is to reduce CAOC positions to approximately 100 operators per shift, excluding the joint teams and potentially, other cells. We have provided recommendations for possible technological innovations and an initial cut at the 100-person single shift CAOC as background documentation on the JEFX 02 HERBB web site. We are soliciting both technological and process initiatives that address the reduction of manpower and equipment in the CAOC. Another objective of the reduced size AOC is to be able to rapidly deploy the AOC. Alliance participation is a critical element for the success of JEFX 02. This participation requires the systems architecture be stabilized for Secret and Below Interoperability (SABI) review well before execution. To accommodate this process, each initiative submitted must be able to withstand the scrutiny of the SABI process and achieve both equipment and network accreditation. Concept of Operations (CONOPs)-related initiatives which have the potential to reduce hardware footprint and/or operations and support manpower are especially desirable. Currently JEFX 02 execution is scheduled to occur 18 Jul to 9 Aug 02 and is aligned with MC 02 execution dates. Further information is available on the JEFX 02 HERBB web site. Industry and government agencies are invited to submit initiatives that support the JEFX 02 CONOPS, and address specific JEFX 02 Critical Questions. These questions and key documents can be found at the JEFX 02 HERBB web site: http://www.herbb.hanscom.af.mil. The government will evaluate these white papers as described in the JEFX 02 Evaluation and Selection Process, which is posted on the JEFX 02 HERBB website. Specific instructions for White Paper preparation and transmittal (JEFX 02 White Paper Preparation Guide) are available on the JEFX 02 HERBB site. To be considered for inclusion in JEFX 02, follow the White Paper Initiatives' Mandatory Format provided on the JEFX 02 HERBB site and submit not later than 1700 hrs/5:00 pm (eastern daylight time) on ??? June 2001. Rules of conduct between contractors are detailed in the referenced Initiatives Abstract Preparation Guidance, which can be found on the JEFX 02 HERBB web site. Costs of preparing and submitting a white paper are at the submitter's expense, and the government will not reimburse submitters for such costs. This announcement is not an Invitation for Bids, Request for Proposals, or Request for Quotations. Selection of an initiative is not a guarantee of issuance of a contract.
