Description

The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209) intends to award a Basic Ordering Agreement (BOA) to Rockwell Collins, Incorporated, Government Systems, 400 Collins Road NE, Cedar Rapids, IA 52498 for the issuance of firm-fixed-price, cost-reimbursement, and time-and-material orders against a basic ordering agreement. The proposed BOA is for the procurement of supplies and services that may consist of, but not be limited to the following: test and integration support; pre-planned product improvements; engineering and technical studies/investigations; engineering change proposal preparation; contractor validation, verification, and/or installation of engineering changes; spare and repair parts for the AN/ARC-210(V) EP radio and its supporting equipment; repair or modification of AN/ARC-210(V) EP radios, components, and/or support equipment; technical documentation for the AN/ARC-210(V) EP radios, components, and support equipment; development/modification of support equipment for the AN/ARC-210(V) EP radios; acquisition logistics support (ALS) and supportability analysis with ALS data for support equipment; training support and training equipment; and technical manuals and source data. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins is the sole designer, developer and currently the only qualified manufacturer of the AN/ARC-210(V) Radio-Transmitter and Controllers and as such has the requisite knowledge to perform this effort within the required time frame. It is anticipated that a BOA shall be awarded for a base period of three years. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
