Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) located in Washington, D.C. has an anticipated requirement, subject to the availability of Congressionally appropriated funding for this intended purpose, for multiple, high power, highly efficient, highly reliable solid-state medium wave (MW) broadcast transmitters for installation at locations worldwide. Transmitters shall meet the ISO 9000 standard. Requirements are defined for varying quantities of transmitters with power outputs from 50 kW to 1000 kW; and associated services and equipment. The planned specific transmitter requirements are identified as follows: 600 kW for a to be determined (TBD) location; 100 kW for the Marathon Transmitting Station, Florida; 400 kW for the Morocco Transmitting Station; 1000 kW for the Thailand (Udorn) Transmitting Station; 500 kW for the Kuwait Transmitting Station; 500 kW for the Botswana Transmitting Station; and 100 kW for the Germany (Holzkirchen) Transmitting Station. Proposals are also requested for fabrication of transmitters for additional undefined locations. This proposed requirement is divided into a Base Requirement and multiple Optional Requirements. The Base Requirement includes the: (1) fabrication; (2) engineering support and design; (3) factory acceptance testing; (4) operations & maintenance manuals; (5) factory training; (6) optional spares; and (7) packing for overseas shipment of one (1) 600 kW MW transmitter to a TBD location. Please note that due to the importance given to this requirement, preference will be given to the firm who can fabricate and deliver the Base Requirement transmitter in sufficient time for Contractor or BBG/IBB installation/commissioning to be completed prior to the anticipated target operational date of January 15, 2002. The Optional Requirements will be exercised by the BBG/IBB, as funding permits, for the: (1) dummy load, switch, and other associated equipment; (2) shipment; (3) installation support; (4) on-site acceptance testing; and (5) on-site additional training for the Base Requirement 600 kW MW transmitter. Additional Optional Requirements will be exercised by the BBG/IBB, as funding permits, for the: (1) fabrication, packing and shipment of additional high power MW transmitters, dummy loads and switches, and other associated equipment as stated above; (2) engineering support and design; (3) factory acceptance testing; (4) operations and maintenance manuals; (5) on-site additional training; (6) installation support and testing; and (7) spares. Optional prices shall be valid for up to five (5) years after award of the contract. To be considered, interested firms shall have a minimum of ten (10) years of documented and verifiable experience in the design and manufacture of high power (500 kW+) MW broadcast transmitters; five (5) years of experience in the design and manufacture of high power (500 kW+) entirely solid-state MW transmitters; and who will offer equipment that has been in commercial service at least one (1) year. Experience shall be at the same, or directly transferrable to, the output power levels as those being procured herein; and may be in the commercial market. The BBG/IBB intends to issue a request for proposal (RFP) solicitation document for this negotiated firm-fixed-price procurement on or about June 1, 2001 with a proposal response due date of thirty (30) calendar days after the RFP issuance date. Interested offerors may request a copy of the forthcoming solicitation by submitting a written request to the BBG/IBB Contracting Officer at the above-listed address. All written requests for a copy of the intended RFP shall include the above noted solicitation number, your company name, mailing address, point of contact, telephone number and facsimile number. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This notice is not a RFP, IFB, or RFQ.
