Description
This is a combined synopsis/solicitation is issued IAW FAR Part 13. The Government intends to award, on a Sole Source basis, an order to AP Labs for Software Life Cycle Maintenance Support and Software Documentation Support for the VTRE AP Labs AIO device driver in accordance with the below statement of work. No RFQ will be prepared or made available for distribution. Award will be made based on responsive, responsible, and technically acceptable low bids. Numbered Notes 1 and 22 applies, however, all offers received within 7 days (in lieu of 45 days) after date of publication of this synopsis will be considered by the government. See numbered notes from any Monday edition of the CBD. The applicable North American Industry Classification System (NAICS) is 541330. Offerors must complete and submit with their quote, a copy of FAR 52.219-1 Alt I/II, Small Business Program Representation. Central Contractor Registration is required for resulting award. Information may be found at http://www.ccr2000.com/. Task Title: VME Tactical Receive Equipment (VTRE) Systems Software Life Cycle Maintenance Support. 1. INTRODUCTION: 1.1. The Space and Naval Warfare Systems Center (SPAWARSYSCEN) D87, San Diego, CA, has been tasked by the Advanced Automated Tactical Communications (PMW-179) Program Office, Space and Naval Warfare Systems Command (SPAWAR) as the Software Support Activity (SSA) for the Tactical Data Information Exchange System B (TADIXS B) Tactical Terminal Systems, including the VME-based TRE (VTRE) and the VICS TRE (VTRE KGR-96). VTRE utilizes VxWorks Real-Time Operating System and the GreenSpring IP-Multi-Protocol Serial Module (IP-MPSM) for its serial input and output. The GreenSpring IP-MPSM is fully integrated into the VxWorks Real-Time Operating System via the AP Labs Asynchronous Input/Output (AIO) device driver. The activities in this statement of work include software life cycle maintenance support and software documentation support for the VTRE AP Labs AIO device driver. 2. SCOPE: The scope of contractor effort, while performing under this delivery order, includes the following: 2.1. Contract Status Reporting. 2.2. Provide Software Life Cycle Maintenance support for the VTRE AP Labs AIO device driver. 2.3. Provide Software Maintenance support to the VTRE onboard serial interface. 2.4. Provide documentation updates to AP Labs documents for changes to the software. 2.5. Provide source code for open source software. 3. TECHNICAL REQUIREMENTS: 3.1. The contractor shall prepare Contract Status Reports (CSR). These reports are administrative in nature and support the technical efforts contained within this section of the SOW. 3.2. The contractor shall provide software life cycle maintenance support to the VTRE AP Labs AIO device driver software. The contractor will also perform analysis and implement fixes in conjunction with SSC San Diego lab personnel for Software Trouble Reports (STR's) written against the VTRE AP Labs AIO device driver software. A report of analysis findings and implemented fixes will be provided to the SSA point of contact in 6.6. 3.3. The contractor shall provide software life cycle maintenance support to the VTRE onboard serial interface device driver software. The contractor will also perform analysis and implement fixes in conjunction with SSC San Diego lab personnel for STR's written against the VTRE onboard serial interface device driver software. A report of analysis findings and implemented fixes will be provided to the SSA point of contact in 6.6. 3.4. The contractor shall provide document updates for the "AP Labs Asynchronous I/O (AIO) Device Driver Guide for the Greenspring IP-Multi-Protocol Serial Industry Pack Module" (Document No. VS-DRV-IPMULT) and "AP Labs Asynchronous I/P (AIO) User's Guide" (Document No. VS-AIO-UG) in support of any software modifications. 4. GOVERNMENT FURNISHED PROPERTY: 4.1. The government will provide access to facilities, equipment, and technical information as needed for the performance of this task. 5. TRAVEL: 5.1. No long distance travel is anticipated under this delivery order. 6. OTHER: 6.1. SOFTWARE CLASSIFICATION: All documentation and software associated with this task is classified as SECRET. 6.2. SECURITY ACCESS: Access to SSC SD Bldg. 40, room 109 VTRE Lab requires contractor clearance to the SECRET level, due to the room classification designation. 6.3. PLACE OF PERFORMANCE: The primary place of performance will be at SSC SD Bldg 40. The secondary place of performance will be the contractor's San Diego CA facilities. 6.4. PERIOD OF PERFORMANCE: The period of performance for this delivery order is not to exceed 26 weeks from time of award. The actual period of performance will be determined by completion of required maintenance. 6.5. QUALIFICATION OF PERSONNEL: This task requires senior personnel who are familiar with the APLabs developed VTRE software and Ada. 6.5. ACCEPTANCE CRITERIA/STANDARDS: All deliverables under this delivery order shall be in accordance with the references listed in Section 3. 6.6.
