Description
The U.S. Army Research Laboratory (ARL) is seeking sources with background in preparing a requirements analysis and analysis of alternatives for equipment and facility upgrades to perform quality multi-site video teleconferencing (VTC). ARL currently has 45 VTC sites with requirements that encompass an ability to conduct multiple point VTC to reach the entire ARL workforce. The approach contemplated is to enlist contractor support for the requirements analysis: to evaluate the current system, to identify present and projected workload, to identify training requirements, to identify security requirements, to identify actions needed for use by individuals with disabilities, to identify facility and equipment upgrades required, and to identify the means to validate the performance and capability of the recommendations. In addition to the requirements analysis, an analysis of alternatives is required to identify a cost effective means to acquire, maintain and upgrade the VTC capabilities as part of a five year plan and how the five year plan correlates to the systems life. The most advantageous alternative will be supported by a statement of work suitable for full and open competition, but the contractor chosen to prepare the requirements analysis, analysis of alternatives, statement of work, and review of proposals, will not be able to participate in any follow-on solicitation. This requirement is being fast tracked with the firm belief that all efforts can be concluded and the VTC sites be on contract for refurbishment/upgrade within this fiscal year.
