Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Electronic System Center (ESC), Plans and Programs Directorate (ESC/XPK) is conducting market research to seek qualified sources for a follow-on to the current Information Technology Services Program (ITSP) that is scheduled to end 31 Mar 02. The follow-on will encompass virtually all of the Support Engineering and Technical Assistance (SETA) used by ESC at Hanscom AFB as well as ESC's geographically separated units (Standard System Group -- Gunter Annex, AL; Material System Group -- Wright Patterson AFB, OH; 38th Engineering Installation Group -- Tinker AFB, OK; and Cryptologic Systems Group -- Kelly AFB, TX). Interested firms must be able to provide support in at least one of these locations. The ITSP follow-on will acquire systems acquisition support to ESC program offices (including GSUs) for development, acquisition, and test of command and control (C2) systems. Specifications or technical data are not available. The types of services to be acquired under this program are non-personal and include, but are not limited to Development Planning and Analyses, Acquisition Engineering, Specialty Engineering (i.e. System Safety, Human Factors, Reliability and Maintainability, Electromagnetic Compatibility, Quality Assurance, Test and Evaluation, etc.), Computer Resources/Software Engineering Support, Communications, Manufacturing Engineering, Facility Acquisition Engineering, Integrated Logistics Support, Configuration and Data Management, Business Management Support, Administrative Support, and Financial Management. There will also be a nearly identical, separate program for Specialized Cost Services (i.e. cost estimators). All sources capable of providing these services are being sought. Under the resultant program, firms will be issued individual, program-unique orders addressing discrete technical tasks and contract data requirements. Any information submitted is strictly voluntary. The Government will not pay for any information submitted in response to this request. The projected period of performance will be 5 years from date of award. Responsible sources having relevant labor categories and DoD C2 experience may submit their written statement of interest and capabilities (include business size classification, DoD C2 experience and type of federal supply schedule held, if any) to HQ ESC/XPK, ATTN: Capt Tim Durepo, 5 Eglin Street, Bldg 1624, Hanscom AFB, MA 01731. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
