Description
This is a modification to change the classification code to a Y -- Construction of structures and facilities. PURPOSE: THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESSES ONLY. The U.S. Army Corps of Engineers, Portland District is seeking small businesses that have the technical capabilities and interest to compete for the Design-Build procurement for the Elk Creek Project. BACKGROUND: The proposed acquisition will involve providing a "fish passage corridor" through the Elk Creek Project by removing a portion of the existing, unfinished dam and landscaping approximately 4,000 feet of the creek above and below the dam to conform with the local ecosystem. Elk Creek Project is located at river mile 1.7 above the confluence with the Rogue River, 26.5 miles north of Medford, Oregon. Construction on the project was stopped by court injunction in fiscal year 1987, with the dam at one-third its design height. Following a court of appeals decision in April 1995, the Corps of Engineers developed a plan of action for long term management of the project in its uncompleted state. The requirement was previously solicited in 1997 and cancelled just prior to award due to our inability to obtain funds to complete the project. DESCRIPTION OF THE PROPOSED ACQUISITION: The proposed requirement will be solicited subject to availability of funds with an estimated magnitude of design and construction of $5 Million to $10 Million. The potential award date is on or about January 2002. Some fish are listed as endangered species so in-water work must be done between June 15 and September 15 2002. In order to provide fish passage, all work must be complete by mid-October 2002. Major Construction Features: Routing of the stream through the dam will require demolition of approximately 50,000 cy of RCC concrete and approximately 15,000 cy of conventional concrete. Routing of the stream and local grading will require approximately 500,000 cy of cut and fill and approximately 15,000 cy of rock excavation. The length of affected stream is approximately 4,000 feet. Bank protection may be required and may include as much as 50,000 cy of revetment. A stream flow training wall may be required and may include as much as 14,000 cy of revetment and core materials. Some structural, electrical, mechanical and landscaping work will be required. Major Design Considerations: The routing and treatment of the stream will require hydrologic and geomorphic analysis with a fisheries emphasis. The purpose is to provide a fish passage corridor in a stream designed to be geomorphically balanced, as much as is reasonably possible immediately following construction. Much of this analysis has been conducted and more may be required for approval of the plans and specifications. Other conventional design will be necessary to provide demolition, rock excavation, earthwork, bank protection, and other features. The contractor will be required to acquire the appropriate permits for access and to conduct work in and near water. REQUEST FOR PROPOSALS (RFP): The RFP will be a 2-phase Best Value Procurement that will issue approximately July 2001. Phase I is a Qualifications Proposal that will be evaluated on the following factors: a) Specialized Experience, including Past Performance History, Design Team, Construction Team, Design-Build Team Experience; b) Professional Qualifications of the Design and Construction Teams; c) Quality Control and d) Schedule. Strict adherence to the team remaining intact will be required when the firm is selected for award, with substitutions allowed only by the Contracting Officer. Phase II is a Technical Proposal and Price Proposal that will be evaluated on the following factors: a)Hydraulic, Hydrologic and River Engineering, b)Geotechnical Engineering, c)Construction Management and Engineering, d) Schedule, e) Environmental Engineering, and f)Price. Evaluation will be based on the offeror's understanding of the statement of work, the merits of the technical approach including design concepts and proposed technical solutions and the capability of delivering a completed project on time. Contractor costs for development of proposals can be as much as $100,000 -- $150,000 and no reimbursement will be made for any costs associated with providing information in response to the RFP and any follow-up information requests. SUBMITTAL INSTRUCTIONS FOR THE SOURCES SOUGHT: Interested small businesses are invited to submit response to this synopsis to: U.S. Army Corps of Engineers, Portland District, CENWP-CT-C, 333 SW First Ave Portland OR 97204 no later than May 29, 2001. Responses should be concise and include the following: (1) Cover letter clearly indicating the small business status of the prime contractor and identification of key subcontractors, their socio-economic and business size status and their roles; The North American Industry Classification System (NAICS) code is 23499, the size standard of which is $27.5 Million annual receipts over the past three years. (2) Narratives of three projects completed in the past five years that are similar in value and in scope which should address relevant experience with the design of stream restoration projects, river engineering and hydraulics including bank protection, fluvial geomorphic analysis, fish passage, controlled blasting, solid and hazardous waste disposal the ability to manage work with complex components and the development and creation of plans and specifications. (3) Company overviews for the prime and key subcontractors, for at least the lead A-E firm, which may use Standard Form 254, and the General Construction Contractor firm. (4) Resume's of key personnel (Project Manager, Lead Designer). The small business concern must perform at least 20 percent of the cost of the contract, not including the cost of materials.
