Description

The Government intends to negotiate a Firm-Fixed Price type Purchase order for bi-weekly deliveries of Liquid Nitrogen to zip code 23460 in accordance with FAR 13.5 "Test program for Certain Commercial Items" (Clinger-Cohen). The period of performance for the resulting purchase order will be for one year from time of award to include options for four (4) additional one-year periods. This procurement is being made using full and open competition. The North American Industry Classification System code is 325120, Industrial Gases. The statement of work (SOW) shall describe the delivery schedule and type of liquid nitrogen requested. Contractors shall submit a Material Safety Data Sheet (MSDS) in accordance with FAR 52.212-1 (b)(4). Solicitation shall be issued on or about 14 May 2001. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil. This office will no longer issue hard copy solicitations. The Government intends to utilize reverse auction procedures for this procurement. This is a competitive, anonymous, on-line auction in which participants will submit a series of quotes/bids that descend in price during a specified period of time. The Government reserves the right to award on initial offers regardless of the outcome from the reverse auction. In order for this office to obtain a potential offerors notification list, potential offerors are requested to submit a request to Scott Wilkins, Contract Specialist or Marlene Chambley, Contracting Officer by email or fax machine at 757/443-1424. Written requests shall include company name, point of contact, address, phone number, and email address (if available). By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal.
