Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. Interested parties are informed that the Marine Corps Base at Camp Pendleton California intends to purchase footlockers using the Simplified Acquisition Procedures. The solicitation number is M00681-01-T-4180 and this is a Request for Proposal (RFP). All responsive sources that can meet the requirements listed herein may submit a proposal, which will be considered by this agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This is a small business set-aside. The Standard Industrial Code/NAICS is 337215 and the business size is less than 500 employees. This requirement is for a single award, firm fixed-price contract. The requirement is for the replacement of 1,276 footlockers, NSN 8460-00-243-3234, to be painted olive drab, with hasps used to lock the footlocker using a standard industry combination-MASTER type lock. The footlocker must have two trays inside it and be in full compliance with the specifications listed in MIL-T-10798. The items are to be delivered to United States Marine Corps Recruit Depot, Bldg 149, Transportation Management Office, Freight Receiving Section, San Diego, CA 92140-5000, Attn: Charles D. Lewis. The delivery schedule is to be as follows: 500 items 90 days after award and the remaining balance of 776 no later than 120 after award is made. Items are to be shipped FOB destination. All Federal contractors must be registered in the Central Contractors Registration database (CCR), new contract awards can only be made to contractors who are registered in the CCR. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Aug 1998) applies to this acquisition. Offerors are required to complete and include a copy of the following provisions FAR 52.212-3, Offer Representations and Certifications-Commercial Items (Jan 1999) with their proposals. The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (Apr 1998), applies to this acquisition. Far Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jan 1999) applies with the following applicable clauses from paragraph (b): FAR 52.203-6 Restrictions on Subcontractor Sales to the Government-Alternate I, FAR 52.222-26 Equal Opportunity, FAR 52.219-6, Notice of Total Small Business Set-aside (July 1996) applies to this acquisition. FAR 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36 Affirmative Action for Handicapped Workers, FAR 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era, FAR 52.225-3 Buy American Act-Supplies, and FAR 52.225-21 Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001 Buy American Act and Balance of Payment Program, DFARS 252.225-7036 North American Free Trade Agreement Implementation Act. Any contract awarded, as a result of this solicitation will be an order certified for national defense under the Defense Priorities and Allocations System. The Government intends to make a single award to the responsible offeror whose offer is the most advantageous to the Government considering price, delivery and technical ability. Offers mailed or faxed are due no later than 18 May 2001 at 1600 PST. Faxed Offers should be addressed to Captain Eric Corcoran (760) 725-8445 and clearly state the solicitation number on the first page. Offerors bear the burden of ensuring that all pages of the offer reach the designated office before the deadline specified in this solicitation.
