Description
The Fleet & Industrial Supply Center Norfolk Detachment Philadelphia on behalf of the Naval Supply Systems Command intends to procure services to support Phase III of its ongoing SMART ERP project on a best value full and open competitive basis. The Statement of Objectives for the Navy, as stated in the prior awarded Phases I and II contract, includes the following: (1) how to best integrate and coordinate Navy supply chain and maintenance processes; (2) how to enhance and integrate the Navy's ability to manage and control supply chain and maintenance processes, products, services and information from end to end; (3) how to optimize inventory levels to provide effective readiness at the best value. Phase I of the project had been an Activity Based Costing study and Business Process Reengineering recommendations for implementation of a proposed ERP package. Phase II, an ongoing effort, is the blueprint phase,pilot testing and measurement of the chosen ERP solution. The primary objective of Phase III is full production support of a phased rollout of the ERP package. As this is a follow-on to an ongoing effort (Phase II), the Navy will make existing data, information and results from Phase II available as part of the solicitation. In that regard, FISC Norfolk Detachment Philadelphia will be conducting a pre-solicitation conference in Mechanicsburg, PA on or about June 7 or 14, 2001. Industry is invited to attend the conference to comment on the Navy's objectives, desired outcomes and functionality associated with Phase III of SMART. An objective of the conference is for industry to comment on the sufficiency of available information and/or to make recommendations as to additional considerations needed to promote a fully competitive environment. Notice of a firm date for the conference will be published in the Commerce Business Daily as soon as available. At that time a copy of the draft objectives and proposed functionality will be available electronically for industry to view in preparation for the conference.
