- Description
- The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for dry-dock and repair of the USCGC GREENBRIER (WLR-75501) and her 75 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 24 May 01 with quotes due on or about 25 June 01. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to awoodley@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. This acquisition will be solicited unrestricted. The home pier of the vessel is Natchez, Mississippi. All work will be performed at the contractor's facility. The performance period will be 49 days with a start date on or about 10 Sep 01. The scope of the acquisition is for the dry docking, overhauling, cleaning and repairing of various items aboard the USCGC GREENBRIER (WLR-75501). The work will include, but is not limited to: welding repairs; remove, inspect, and reinstall propulsion shafts; renew water-lubricated shaft bearings; renew shaft sleeves; remove, inspect, and reinstall propellers; perform minor repairs and reconditioning of propeller; clean and test grid coolers; overhaul, renew and test valves; inspect and test air receivers and relief valves; remove, inspect, and reinstall rudder assemblies for steering and flanking systems; rebuild rudder stock; renew tender towing knees; renew and preserve barge and tender spuds, spud wells and spud well liners; inspect various deck fittings; preserve barge buoy deck; preserve underwater body; ultrasonic testing; routine drydocking; provide access to various compartments for ship's sturcture and machinery evaluation board inspection; modify barge side shell plating; preserve freeboards; renew deck covering system. Provide logistics to tender and barge for systems that are affected during overhauls such as protective deck covering material, storage, lights, power, telephones, toilets and showers. Trained welders who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restriction applies to tender and barge: Restricted to the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico.
