Description
The U.S. Department of Energy Albuquerque Operations Office (DOE-AL) intends to negotiate a sole source contract with Oregon Graduate Institute (OGI), Department of Environmental Science and Engineering, 2000 NW Walker Rd, Beaverton OR, 97006. The contract is for the development of sampling instrumentation, fielding and sample collections, and analysis of samples of airborne plume effluents from high explosive test shots in support of the DOE-AL Laboratory Programs Division's Work For Others Project, for the U.S. Army's Defense Ammunition Center (DAC) entitled "Enhancing Techniques for Open Burn/Open Detonation of Conventional Munitions. The objective of the project is to improve demilitarization operations involving open burn/open detonation procedures of conventional munitions. OGI possesses experience in sampling and analysis of plumes from explosive shots as well as balloonborne measurements, and in providing these services to DAC. OGI has developed techniques to rapidly collect large volume air samples into Tedlar plastic bags that do not alter the air samples collected. OGI's laboratory has available the proper metal canisters in which to transfer the samples and OGI has experience in express shipping of samples to their laboratory. As part of the proposed contract, OGI will make their laboratory available for rapid analysis of samples returned from this program at the time of the explosive shots, and will be available to take part in the field studies to collect samples. The DOE has determined that OGI is the only source capable of providing integrated services for development and fielding of the proper equipment, collecting samples, and laboratory analysis. The DOE intends to negotiate with solely with OGI under authority of FAR 6.302-1. The contract is subject to funding. Questions pertaining to this planned action may be directed to David A.
