- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for an assessment of needs and requirements for a process to create national composite materials specifications and shared database standards. The Contractor shall perform a study that evaluates the overall requirements of, and assess the associated risks related to, the development of a process to establish shared database information for aerospace composite materials. The study shall: 1.1 Identify requirements to enhance the safety or airworthiness aspects of using composite materials for aircraft applications while establishing a process for standardization of these materials; 1.2 Identify all steps required to create an industry wide standard process for obtaining and documenting design data, controlling material production, and certifying composite materials for aircraft applications; and 1.3 Identify a cost-effective methodology for developing design data for composite materials used in aircraft structures. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Altra Composites, Inc., who is the only responsible source and no other supplies or services will satisfy Agency requirements. Altra Composites Inc., participated in the Composite Materials Handbook, Military Handbook 17 (MIL-HDBK-17) and led the formulation of the Data Utilization Working Group (DUWG) to address a number of issues related to making the data in MIL-HDBK-17 usable by airframe structural design organizations in the airframe industry. Their experience and expertise with industry, DoD and FAA are crucial to the development of a national effort for an assessment of needs and requirements for a process to create national composite materials specifications and shared database standards. They alone have the information required to conduct this assessment of needs and requirements for a process to develop national composite materials specifications and shared database standards. It would take substantial duplication of time and money for another company to gather the needed data and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 14, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
