- 17. DESCRIPTION: The Seattle District, Corps of Engineers is soliciting proposals for multiple award, multi-year contracts to perform multidisciplinary Long Term Monitoring/Long Term Operation projects in support of both military and civil funded programs in four state geographical region and other areas serviced by the Seattle District. Examples of the types of pojects anticipated include but are not limited to: a wide range of services relating to the Long Term Operation and Maintenance of Hazardous, Toxic, and Radioactive Waste (HTRW) treatment systems, and other environmental sampling and monitoring activities; collection, analysis, validation, and evaluation of environmental sampling data; maintenance, repair, replacement, and abandonment of groundwater monitoring, extractions, and re-injection wells; development of both draft and final technical reports and plans associated with environmental activities; i.e., annual reports, quality control summary reports, site sampling reports, sampling and analysis plans, health and safety plans, quality assurance plans, etc. The contractor may be required to operate and maintain treatment systems that may involve soil vapor extraction, bioventing, extracting of free product and groundwater, treatment and discharging water and groundwater, etc. Up to three Indefinite Delivery-Indefinite Quantity contracts are anticipated to be awarded as a result of this solicitation. As requirements develop, Task Orders will be issued on a competitive or sole source basis to the awardees of this solicitation at the Government's option in accordance with multiple award regulations. Projects may be simple to highly complex in nature. Each contract will include a base period of one year and four one-year option periods. Maximum value of all work awarded under the MARC's will be limited to $2 million per year and $10 million over the life of the contracts. The North American Industry Classification System (NAICS) Code is 56121 and the Standard Industry Code (SIC) is 8744 with size standard of 500 employees. This requirement is 100% set aside for Small Business Concern. For the purposes of this procurement a concern is a small business if it employees 500 employees or less. The proposed procurement will result in a fixed price contract. This solicitation will be issued as an Electronic Bid Set (EBS) on CD-Rom format only. Disks will be available on or about 25 May 2001 at no charge per set; issued on a first come, first served basis until supply is exhausted. No phone requests accepted. Firms desiring a copy of the EBS must register via the Internet at the following address: http://www.nws.usace.army.mil/ct/ The disks will be mailed when available. They will also available from the District Plans Room Monday thru Friday between the hours of 7:30 a.m. and 3:30 p.m. 18.
