Description

This synopsis is issued to hereby amend the original synopsis issued on 30 Apr 2001. The amendment deletes all references to Telephone Switchboard Operations. The synopsis title is amended to read as follows: OPERATIONS AND MAINTENANCE SERVICES FOR BASE TELECOMMUNICATIONS SERVICES (BTS) AT TINKER AFB OK. The description is amended to read as follows: Operation and Maintenance Service for Base Telecommunications Systems at Tinker AFB OK. Contractor to provide all personnel, labor, supervision, transportation, materials, equipment, tools, software patches, licensing and incidentals to provide operations and maintenance services of the Base Telecommunications Systems (BTS). The BTS consists of Inside and Outside Plant, Telephone Switch Maintenance, and Telephone Management System (TMS). The solicitation/contract is anticipated to be awarded as a basic FFP contract with an orientation period, basic period and 4 one-year option periods. This requirement is exclusively set aside for small business participation. The NAIC code is 51339. Award will be based on a competitive Performance Price Tradeoff (PPT) best value source selection based on price and non-price factors. All interested parties must be registered in the Central Contractor Registration (CCR) database prior to receiving any award (http://www.ccr2000.com). Copies of the solicitation will not be mailed. The solicitation, when released, can be accessed through the Government's Fed Biz Opps website at http://www.fedbizopps.gov. Go into the FBO for vendors and search to locate the specific solicitation number. The approximate solicitation date for the Requests for Proposals (RFP) will be 31 May 01. A pre-proposal/site visit will be announced in the RFP. Electronic procedure will be used for this solicitation. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
