Description

The U.S. Coast Guard intends to award a sole-source contract to Ulstein/ Rolls-Royce, 96 North Bend St., Coquitlam, B.C., Canada, to purchase the shipset kits (electronic and mechanical) necessary to retrofit the Z-con Tractor Controls Steering System on nine 175_ WLM vessels, hulls 551-559. Specifications, plans or drawings relating to this procurement are not available and cannot be provided by the Government. This information is proprietary to Ulstein. These parts are necessary for compatibility with the existing propulsion/steering system. Subject retrofit will standardize this class vessel to full follow-up. Nine Electronic and nine Mechanical Shipset Kits will be purchased. One Electronic Shipset Kit shall consist of the following part numbers and quantities (1) PE13153, Panel, Z-con, Main, Port Shaft _ 1 ea; (2) PE13155, Panel, Z-con, Slave, Port Shaft -- 1 ea; (3) PE13153, Panel, Z-con, Main, STBD Shaft _ 1 ea; (4) PE13155, Panel, Z-con, Slave, STBD Shaft _ 1ea; (5) PE30797, Cabinet, Z-con, Elec., Port Shaft _ 1 ea; (6) PE30797, Cabinet, Z-con, Elec., STBD Shaft _ 1 ea. One Mechanical Shipset Kit shall consist of the following part number and quantities (1) B8102328, Z-con Feedback Box Assy _ 2 ea; (2) B8105064, Z-con Steering Feedback Elec. Assy _ 2 ea.; (3) B8107210, Z-con Valve Spool Piece _ 2 ea.; (4) NJ4-12GM-N-V1, Proximity Switch _ 2 ea; (5) WHS-V1-5M, Mating Connector for Proximity Switch _ 2 ea; (6) BZE6-2RQ, MicroSwitch for Shaft Locking Pin _ 4 ea; (7) MS#06NCX3RH, Machine Screw _ 8 ea; (8) 08-803-20, Pressure Switch _ 2 ea; (9) 1010-4-4, Male Pipe Nipple _ 2 ea; (10) 05-547-37, Cover _ 2 ea; (11) 7010-4-4, Male Straight _ 2 ea; (12) B8109659, Shaft Lock Pin _ 2ea; (13) B8109660, Shaft Lock Pin Holder _ 2ea. Offerors who can furnish the identical kits listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. All responses must be received within 15 calendar days of this CBD notice, addressed to U.S. Coast Guard Engineering and Logistics Center, Mail Stop 26, Attn: Dani Wildason, 2401 Hawkins Pt. Road, Baltimore, MD, 21226. There is no solicitation available at this time. This is a commercial item buy and the solicitation will be prepared in accordance with the format in FAR Subpart 12. All responses submitting the required information will be fully considered. As a result of analyzing responses to the synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
