- THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. The Marine Corps Systems Command (MARCORSYSCOM) announces the availability of new documentation related to the Joint Enhanced Core Communications System (JECCS). These documents are contained in a draft RFP, which can be found at http://www.marcorsyscom.usmc.mil/mcscctq, by clicking on "opportunities" and then "JECCS". Potential offerors are encouraged to comment on all aspects of the solicitation, including requirements, schedules, proposal instructions, terms and conditions, and evaluation approaches. Offerors are also encouraged to point out any unnecessary or inefficient requirements. The draft RFP will reflect the MARCORSYSCOM requirements for JECCS. JECCS will provide a "first-in" backbone communications connectivity to Defense Information Systems Network services in support of the Joint Task Force Enabler (JTFE) mission requirements. JECCS will provide a seamless transition to the Digital Technical Control (DTC) and Tactical Data Network (TDN) systems in support of larger follow-on forces. The system is housed in a S-788 shelter mounted on a Heavy HMMWV. It will serve as the initial communications and coordination node for the follow-on CJTF with capabilities such as NIPRNET, SIPRNET, GBS, VTC, UHF-TACSAT, INMARSAT-B, and DSN. The system fills an acquisition deficiency currently borne by the communication battalions through local procurements, in support of the JTFE mission. The JECCS has been thoroughly developed and the desired system is well-defined. MARCORSYSCOM intends to award an indefinite-delivery, indefinite-quantity (IDIQ) production contract to build systems very similar to the existing Engineering Development Models (EDMs). The anticipated release date of the draft RFP M67854-01-R-2006 is May 7, 2001. Interested parties will be given two weeks to provide comments. Comments on the draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. In accordance with FAR 52.215-3, Request for Information of Solicitation for Planning Purposes (Oct 1997), the Government does not intend to award a contract on the basis of the draft RFP or to otherwise pay for the information solicited. The anticipated release date of the final RFP is May 30, 2001, with proposals due approximately 30 days after the solicitation release date. This synopsis shall serve as the presolicitation notice for the draft as well as the final RFP. No additional synopsis will be posted for the final RFP. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Hard copies of the draft and final RFP will not be mailed to contractors.
