Description

The National Industry of Standards and Technology (NIST) intends to enter into a sole source contract with Dr. Li-Piin Sung, 14316 Gate Dancer Lane, Boyds, MD 20841-6009, under the authority of 41 U.S.C. 253(c)(1). Dr. Li-Piin Sung is known for developing light scattering techniques to characterize material properties of polymeric materials and to automate them so that they can run unattended under computer control. Dr. Sung possesses the unique expertise, knowledge and experience with NIST equipment/techniques required for this effort. The objective of this effort is to develop a method using a non-destructive technique to characterize pigmentation dispersion in organic coatings. A scanning type of a light scattering and laser-image based instrument providing high operating speed and flexibility will be designed and constructed. Period of Performance for this effort will be from 15 June 2001 through 31 October 2001. The overnment intends to award to only one source under the authority of FAR 6.302 _ Circumstances permitting other than full and open competition. FAR 6.303 provides the requirements for justification to support the use of this authority. This notice of intent is not a request for competitive proposals. A solicitation is not available.
