Description
The Government intends to negotiate on a sole source basis with and award to Advanced Engineering & Research Associates (AERA), Inc., of Arlington, VA, 22202, a purchase order to deliver job aids that will be integrated into a Performance Support System (PSS) Prototype. The subject PSS prototype will be used by civilian depot level maintenance personnel responsible for overhauling the AV-8B Harrier Rolls Royce F402 Engine series. This effort will support and utilize the Advanced Distributed Learning (ADL) Sharable Courseware Object Reference Model (SCORM) initiatives and guidelines. The PSS Prototype has been designed to enhance the current F402 Engine re-manufacturing process and to reduce time spent manually accessing multiple written documents, forms, specifications, and technical sources of information and will include (a) a set of job aids, Component Blasting, High Pressure Turbine (HPT) Compressor Build, Component Shipping and Handling, and 400 Gearbox Preparation/Preservation, linked to a previously developed AV-8B Performance Support Wizard, (b) animations and programming using commercial-off-the-shelf (COTS) products in an "open architecture" environment designed to run on both older and newer personal computers (PCs) utilizing established Advanced Distributed Learning (ADL) guidelines and standards and conforming to Sharable Courseware Object Reference Model (SCORM) requirements, (c) information addressing multiple user needs (i.e., location, skill level, responsibility, or access levels), (d) overseeing of the incorporation of comments from various subject matter experts and technical reviewers, (e) hosting of an In-Process Review (IPR) to review and discuss project status and to ensure technical accuracy of each deliverable, and (f) conducting a project kick-off meeting no later than ten (10) working days after contract award. The subject work will be performed at the offeror's facility and the Naval Aviation Depot (NADEP), Marine Corps Air Station (MCAS), Cherry Point, N.C. Delivery of these job aids within 240 days of award is required. AERA has been heavily and exclusively involved in developing the PSS Prototype job aids and performance tools. Therefore, AERA possesses unique knowledge regarding the content of the software architecture(s) for both the PSS Prototype and associated job aids and performance tools that no other non-Government entity has. As such, AERA is the only source possessing the unique combination of experience described in the previous section and is the only source which can satisfactorily complete the described requirements within the Government's required delivery schedule because there is not sufficient time to educate or train alternate sources in the existing PSS Prototype. A Request for Quotation (RFQ) will be issued on or about 25 May 2001. This procurement will result in a Firm Fixed Price purchase order utilizing Simplified Acquisition Procedures.
