- The Air Force Research Laboratories Energetic Materials Branch is seeking potential sources to complete the design and development of a 500-ton pressing capability. This capability is required for the development of advanced and novel energetic concepts. A large remotely controlled pressing capability is required for these new materials including a spectrum of nanomaterials that are being considered for the development of advanced energetic concepts at the High Explosive Research and Development (HERD) facility. It will also facilitate the pressing of larger diameter explosive charges, which are needed for warheads and other items where density is critical. The basic hardware was installed in approximately 1985, however a remote control system has never been developed. While the hardware has been periodically maintained, a site survey by the prospective companies will be required to get a thorough understanding on what is needed to complete this project. Therefore, a pre-solicitation conference will be held to enable potential bidders to obtain first-hand information on this hardware. The press is a Lombard Corporation Double Acting Explosive Forming Press of 500-ton capacity. A thorough understanding of controls and hydraulics will be required to design the necessary control and feedback system and refurbish the existing hardware to complete this development effort. The controller system for this effort will be required to be an Allen Bradley Controllogix PLC controller with panel view man/machine interfaces. Software development using RS Logix 5000 is also required. The press will be used for pressing explosives and like materials therefore all operations will be conducted remotely from a building approximately 550 cable feet away. To insure that the entire pressing operation is operational, a demonstration of the control and feedback system along with the press_ capability will be required as one of the exit criterion for the development effort. For example, a number of billets (potentially inert and explosive) will be required to be remotely pressed to a given specification. The period of performance for this effort is anticipated to be no longer than 12 months. At this time we are requesting information packages from potential sources on their capability to complete the design and development of a 500-ton pressing capability. Firms having applicable interest, capability, and background should submit particulars in accordance with Numbered Note 25 and bring with them to the pre-solicitation conference. Respondents to this notice will not be notified of the results of the evaluation of information submitted. ADVANCED ENERGETICS CONCEPT PRE-SOLICITATION CONFERENCE INFORMATION Date: June 6, 2001 Time: 8:00 am -- 12:00 pm Location: Air Force Research Lab High Explosive Research and Development (HERD) Facility, Building 1201, HERD Conference Room. Purpose: Government presentation regarding the advanced energetic concepts program objectives, program structure, and procurement approach. Visit Request: If interested in attending the pre-solicitation conference, forward your request prior to the date of the conference to AFRL/MNK, Attention: Laura Klepper, Building 13, 101 West Eglin Boulevard, Suite 337, Eglin AFB, FL 32542-6810. Visit requests should be on company letterhead and include the names and duty titles of attendees. This synopsis is for information and planning purposes only. It does not constitute an IFB or RFP, and it is not to be construed as a commitment by the Government. The Air Force reserves the right to consider a small business set-aside based on responses hereto. It has been determined that foreign contractors are prohibited from participation. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
