Description
Then National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with Dr. Howard P. Layer, The Franklin Instrument Co, 17600 Wheat Fall Dr., Drewood, MD 20855, under the authority of 41 U.S.C. 253 (c) (1)-only one responsible source. Dr. Howard P.Layer has extensive expertise in experimental methods, in laser physics, laser frequency-stabilization technique, optical physics, laser interferometry, custom electronic circuit design, layout and implementation for active control of optical frequency standards, general liner control theory and systems integration. Dr. Layer has designed, constructed and tested custom frequency-stabilized laser for a variety of applications. His expertise in the development of laser and electro-optical systems for precision length and spectroscope measurements is recognized world- wide. The period of performance for this contract is for twelve (12) months from the award. The contractor shall provide brief monthly progress reports outlining completed work, which shall be due the last business day of each month. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 _Circumstances permitting other than full and open competition. The following statutory authorities (including applications and limitations) permit contracting without providing for full and open competition. Requirements for justifications to support the use of these authorities are in 6.303. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 26.****
