COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM (S) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition has a North American Industrial Classification System (NAICS) code of 336112 With a size standard of 1000 employees.IMPORTANT NOTICE: FAR 52-232-33 (Payment by) Electronic Funds Transfer ( -- Central Contractor Registration) and DFARS 252.204-7004 Required Central Contractor Registration (MAR 1998) require registration in the CCR database. CONTRACTORS MAY REGISTER ON-LINE AT HTTP://WWW.CCR2000.COM/. IT_S MANDATORY TO OBTAIN A DUNS NUMBER PRIOR TO REGISTERING. CALL DUN & BRADSTREET (1-800-333-0505) TO OBTAIN. AWARD CANNOT BE MADE UNLESS REGISTERED. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. F08650-01-R-5004 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 97-24 and thru Defense Acquisition Regulation Supplement DCN 20001213. The government intends to award a Firm Fixed Price Contract under Simplified Acquisition Procedures (SAP) using full and open competition. 45 CONS, Patrick AFB, FL, has a requirement for the following item: Lease of Custom Motor Coach Bus. Must meet the following requirements: The characteristics of this bus that are required by the government is a new or late model motor coach bus with a 7.3L Diesel Engine or an engine that meets government mandated fuel standards, not less than 67K BTU Rear Air Conditioning, Fire Exit, Deep Tint Windows in passenger area, Luggage Rear Compartment with movable wall, Vehicle should be white to off white in color, USAF Logo on 3 sides, Dbl Hi-back Recliner Seats, Standard seat belts, Dual Batteries, 55 gallon Fuel Tank, Power Brakes, Power Steering, Radial Tires, intermittent Wipers, 2lb Fire Extinguisher, Full View Curb Window, 12 volt interior lighting, Step well Lights, Luggage Door, Side view Mirrors, Modesty Panel (1) Rear Bumper Steel with Built in Anti Ride . Customization: Must seat 20 passengers minimum. Have overhead storage for personal items for traveling. Must have two poles 60 inches long at least 5 feet from floor to hang at least 30 garment bags. Must have room for a mounted weapons safe capable of storing 10 full-length rifles and ammo. Safe will be approximately 4 feet tall and 3 feet wide, and 1 foot deep to be provided by the government. Must have a wall separating passenger area from storage room for privacy while dressing. Wall will also minimize visibility of weapons safe for security purposes. Wall is as wide and as tall as interior of bus. Must have rear access to the dressing area only. Must have storage room for ceremonial flags, poles, harnesses, and other required equipment. Windows in storage area must be blacked out for privacy. Government will be responsible for all fuel needs for custom motor coach bus. Must have 100,000 mile maintenance plan covering length of lease, with full coverage of maintenance including emergency roadside assistance on vehicle, built in to lease price. Maintenance must be performed within a 50-mile radius of Patrick AFB, FL. Also separately price an extended maintenance plan to be utilized after 100,000-mile maintenance plan expires. Must have unlimited mileage allowed on lease of motor coach bus. All passenger seats must have seatbelts. Once lease is complete the government will turn vehicle into contractor _AS IS_. Proposal shall provide Floor Plans, specifications and descriptive literature and if other than new mileage of motor coach bus and customization requirements. Provide documentation of maintenance plan and extended maintenance plan with proposal. Provide date of delivery of bus to Patrick AFB, FL. The following provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors -- Commercial Items Alt I and III is hereby included by reference (OCT 2000). The following are addenda to FAR clause 52.212-1; at paragraph (c), Period of Acceptance for Offers, the amount of time an offeror must hold its prices firm is hereby changed. An offeror must hold the prices in its proposal, firm for 60 calendar days from the date specified for receipt of proposals. Paragraph (e) multiple offers has been determined by the Contracting Officer to be non-acceptable to this solicitation and is hereby removed in its entirety for the purpose of this requirement. FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items (Apr 2001) shall be completed and submitted with the proposal. FAR clauses 52.212-4 Contract Terms and Conditions -- Commercial Items (Mar 1998) hereby applies to this solicitation. The following are addenda to FAR clause 52.212-4. The following FAR Clauses are hereby incorporated by reference: 52.208-4 Vehicle Lease Payments (Apr 1984), 52.208-5 Condition of Leased Vehicles (Apr 1984), 52.208-6 Marking of Leased Vehicles (Apr 1984), 52.208-7 Tagging of Leased Vehicles (May 1986), 52.217-8 Option to Extend Services (Nov 1999) The government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor prior to 30 days prior to expiration of contract. 52.228-8 Liability and Insurance-Leased Motor Vehicles (Jan 1997), 52.246-1 Contractor Inspection Requirements (Apr 1984). 52.232-18 Availability of Funds. The preliminary notice does not commit the Government to an extension. (b) If the government exercises this option, the extended contract shall be considered to include this option provision. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices but must include the following information: Company_s complete mailing and remittance address, discounts for prompt payment, if any (e.g. 1% 10 days), the company_s CAGE Code, Dun & Bradstreet number, and Taxpayer ID number. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability of the item offered to meet the Government requirement (iii) Past Performance. All contractors must include a list of references and contacts for same or similar type contract desired. Provide any information currently available, which demonstrates customer satisfaction with overall job performance and quality of completed leasing arrangement for the same or similar contract. Technical and Past Performance, when combined, are significantly less important than price. For award purposes the government shall add the total price for all options to the total price for the basic requirement.
