- Reference announcement CITE: W-117 SN50K5L6 dated April 27, 2001 is amended to add the following: The following may be included as separate, optional line items: a) nanospray source b) integrated HPLC system c) recommended spare parts kits. The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items and 52.212-2 Evaluation -- Commercial Items. There are no additional addenda. The following evaluation criteria will be used to evaluate proposals. 1. A tryptic digest will be provided. MS/MS spectra of all non-trypsin peaks should be obtained. Data will be evaluated on the basis of sequence coverage of MS/MS data, relative abundances of ions that MS/MS data are obtained for, and mass range of peaks for which interpretable M/MS data can be obtained. (40 points); 2. A tryptic digest of phosphorylated protein will be provided as both a digest ( 20 pts) and concentrated on metal ion affinity media (20 pts). MS/MS spectra of all non-trypsin peaks should be obtained. Data will be evaluated on the basis of sequence coverage of MS/MS data, relative abundances of ions that MS/MS data are obtained for, and mass range of peaks for which interpretable MS/MS data can be obtained. (40 points total) 3. A serial dilution of a standard peptide will be provided. Using one microliter of the sample, the limit of detection and of interpretable MS/MS data will be determined (20 points). All firms wishing to submit an offer will be furnished samples by overnight courier for analysis on the type of instrument proposed. Samples will be released to offerors at one time; therefore requests for samples must be requested by COB May 31, 2001 and released by June 8, 2001. Sample analysis results shall be submitted with the proposal for evaluation. Furnish the name, address, telephone number and a contact name of at least three Gov't/Commercial customers, which have purchased similar instruments in the last two years. This information will be used to evaluate past performance. Price will not be evaluated; however, if two or more instruments are within 10 points they will be considered technically equal and the lowest priced offer will receive the award. Offerors shall include a completed copy of the certifications at 52.212-3, Offeror Representations and Certifications -- Commercial Items. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies. The following sections of paragraph (b) of clause 52.312-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items apply: 1, 5, 9-14 and25. The successful offeror shall provide installation and training to selected NIEHS employees. There are no CBD numbered notes that apply. The proposal due date as announced in CBD CITE: W-117 SN50K5L6 is changed from June 16, 2001 to June 29, 2001. All other requirements of CBD CITE: W-117 SN50K5L6 announcement remain unchanged.
