Description

Then National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with Dr. Marc Pedulla, under the authority of 41 U.S.C. 253 (c) (1)-only one responsible source. Dr. Pedulla has contracted with NIST for Similar consulting efforts in the past and has provided NIST an excellent services and value for the money expended. Dr. Pedulla has been involved in the design, construction and operation of the fine stage development in the atomic displacement metrology program and the ultraviolet measurement microscope. Dr. Pedulla developed the necessary control software for both the instruments and is therefore uniquely qualified to meet the NIST requirements for continued consultation in the development of these instruments. Because of his experiences Dr. Pedulla is fully familiar with the NIST instrumentation and has the necessary prior experience with the NIST measurement protocols and equipment. The contractor shall contribute substantial technical and scientific expertise to the completion of the control software for the atomic displacement metrology fine stage and the calibration of SRM 2800 and 2059. The period of performance shall be for duration of 8 months from award. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 _Circumstances permitting other than full and open competition. The following statutory authorities (including applications and limitations) permit contracting without providing for full and open competition. Requirements for justifications to support the use of these authorities are in 6.303. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22 & 26.****
