Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement consitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This is a small business set-aside. The applicable NAICS code is 541990. Small Business size standard is $5 million. Inventory rare bird species in wet meadow and upland and lowland forested habitats, in the Remer, MN area of the Walker Ranger District, Chippewa N.F. FAR Provision 52.212-1 and any addendums applies to this acquisition. FAR Provision 52.212-2 and any addendums applies to this acquisition. Evaluation criteria are as follows and are listed in descending order of importance: 1) Knowledge/Experience. Highly qualified bidders and their employees will have demonstrated knowledge in bird and bird-call identification. Experience in point count surveys and inventory are desirable, as is experience and familiarity with the target species. Bidders should have experience in aerial photo interpretation, delineations and thorough field documentation; 2) Past Performance. Highly qualified bidders and their employees will have demonstrated execution of contracts in song bird surveys or inventory of sensitive birds, including new locations and species discovered; 3) References. Highly qualified bidders and their employees will supply a minimum if three references related to the above evaluation criteria. Names, addresses and phone numbers must be included. Offerors are advised to include a completed copy of the provision at 52.212-3 with it's offer. FAR Provision 52.212-4 and any addendums applies to this acquisition. Any additional contract requirement(s) or terms and conditions determined by the Contracting Officer that are necessary for this acquisition are consistent with customary commercial practices.
