Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This is a small business set-aside. The applicable NAICS code is 541990. Small Business size standard is $5 million. Inventory rare plant species in several areas of the Chippewa National Forest, Cass and Itasca Counties, MN. FAR Provision 52.212-1 and any addendums applies to this acquisition. FAR Provision 52.212-2 and any addendums applies to this acquisition. Evaluation criteria are as follows and are listed in descending order of importance: 1) Knowledge/Experience. Highly qualified bidders and their employees will have demonstrated nowledge in plant taxonomy, identification, and classification, plant specimen preparation and handling, and identifying habitat associations and delineations, experience in identifying key habitats of predicting plant occurrences by habitat in Lake States forest communities. Bidders should demonstrate experience in searching for and identifying uncommon, rare and sensitive species of the Lake States forests with specific attention to endangered, threatened, and special concern plant species in Northern Minnesota. Bidders should have experience in aerial photo interpretation, delineations and thorough field documentation. In addition, a successfully completed 4-year course of sutdy leading to a BS degree in botany or related biological field is desirable; 2) Past Performance. Highly qualified bidders and their employees will have demonstrated execution of contracts in sensitive plant surveys or inventory of sensitive plants, including new locations and species discovered; 3) References. Highly qualified bidders and their employees will supply a minimum of three references related to the above evaluation criteria. Names, addresses, and phone numbers must be included.
