Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. DESCRIPTION OF WORK: This is a single phase Design/Build project to construct an Airman Dining Hall at Robins Air Force Base, GA. The facility is approximately 1,302 SM and consists of concrete foundation floor slab, masonry walls and metal roof system. Project includes utilities, site work, equipment, fire protection, and all other support systems. Project also includes the demolition of two buildings (approximate total of 1,868 SM). Network Analysis System will be required. Estimated cost range of project is from $1,000,000 to $5,000,000. THIS SOLICITATION IS ISSUED ON AN UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988" (Public Law 100656). The solicitation will be available on or about 23 May 01. The project shall be designed by registered architects and engineers employed by or subcontracted by the successful contractor. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal will be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The evaluation factors and significant sub-factors are as follows: Factor 1- Past Performance and Technical Approach Factor Subfactor 1 Past Performance Subfactor 2 Technical Approach Subfactor 3 Design-Build Specialized Experience. Factor 2 -- Design Narrative, and Technical Solutions/Management Plan Factor 2, Subfactor 1 Design Narrative/Technical Solutions Factor 2, Subfactor 2 Management Plan.
