Description
This procurement is for a Two Phase solicitation of a firm fixed price contract for the renovation and construction of project known as Revitalize Field Grade Officer's Quarters, USMA, West Point, NY. The project consists of three phases, i.e., Phase I, Project Number 17963; Phase II, Project Number 47413; and Phase III, Project Number 52792. The contractor shall provide all labor, supervision, construction engineering and management, materials, equipment, tools, parts, supplies and transportation to perform all work described in the Request for Proposal. The work includes renovation and additions to 156 New Brick neighborhood family housing units and 8 Historic family housing units. The project is organized in three phases. Phase I includes 51 New Brick units comprised of 2 handicapped accessible units and 49 duplex units and 8 Historic units (as an option). The New Brick work is primarily on Winans Road (46 units) and Merritt Road (5 units). Phase II includes 51 New Brick neighborhood family housing units comprised of 2 handicapped accessible units, 18 duplex units and 31 tri-plex units. The work is primarily the tri-plexes on Benedict Road, the duplexes and 2 handicapped accessible units on Connor Road, and also 1 duplex unit on Merrit Road. Phase III includes 54 New Brick neighborhood family housing units comprised of 3 handicapped accessible units, 7 duplex and 44 tri-plex units. The work is on Connor Road and Connor Loop. The work in general includes abatement of lead and asbestos, partial/select building demolition, selective renovation of the three level historic units, additions and renovation of the two level New Brick units, new finishes, plumbing, mechanical and electrical systems, replacement of windows, doors, porches, roofs and trim. Site electrical, lighting, water, and sewer systems are to be replaced. Asphalt pavement, concrete curb and gutter and walks are to be replaced. Additional landscaping is to be included. Handicapped accessible units are to be accomplished by demolishing a unit (part of a duplex or tri-plex) and replacing it with a one story unit. Work for New Brick units include detached carports as an option. The base price shall include the foundation, steps, walks, railings and parking pavement for the carports. The option shall be for the covering structure. Pricing shall be by Phase (I, II, III) and include a unit price for water and sewer mains for each phase, an option price for the Historic units (Phase I only), and an option price for carports in each phase. Phase II and III shall be options and award is subject to the availability of funding at the time each option is exercised and satisfactory performance by the Contractor on previous phases. Historic units may be awarded in Phase I only. Carports may be awarded in their respective phases only. Construction schedule is Phase I- 548 days, Phase II- 456 days and Phase III- 456 days for consecutive project duration of 1,460 days starting with Notice to Proceed. Four weeks shall be allowed between each of Phases I and II and between Phases II and III for residents in the future phase to relocate into the completed phase. This shall be part of the 1,460 day period. Magnitude of Construction is estimated to be $5,000,000 -- 9,000,000 per phase including options. Contractor's proposed price must fall within allocated funds for each phase to allow award. Requirements for the technical Source Selection criteria factors are as follows: PROPOSAL PHASE ONE (1) Past Performance (2) Corporate Experience (3) Technical Approach (4) Small Business Subcontracting Effort . Source Selection Criteria for PROPOSAL PHASE TWO Price. A maximum of five offerors selected during PROPOSAL PHASE ONE will advance to PROPOSAL PHASE TWO. Offerors will be evaluated on both technical and price. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE IN PROPOSAL PHASE TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for technical proposals for PROPOSAL PHASE ONE is 6/22/01. Price Proposals for PROPOSAL PHASE TWO will be requested after the competitive range has been established. Request For Proposal (RFP) will be available on/or about 5/23/01. Full Plans and Specifications will not be provided in the RFP.
