Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. N5605010304 is issued as a Request for Proposal (RFP) and will be awarded as a firm-fixed price Order for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 331511; the size standard is less than 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The solicitation items are as follows: The work of this project shall consist of providing all labor, supplies, materials and equipment for the manufacture of metal display Cannon Carriages of ductile iron, Numbers 1 and 2, 16 of each size (for a total of 32) delivered on a monthly basis of 4 per month. The carriages shall conform in all respects with specifications listed in the 1861 "Ordinance Manual for the Use of the Officers of the United States Army" unless otherwise state in the following scope of work: i.) The contractor shall cast the carriage from ductile iron; ii.) Only iron or steel components and parts will be used on the carriage; iii.) No makers, manufacturers, vendors or contractors etc., stamps, medallions, markings, or engravings shall be placed or affixed on the carriage; iv.) The contractor shall ensure that the carriage is ground and sanded so that no seams are present from the casting method; v.) Carriages will be painted with a rust inhibitor and 2 coats of 100% acrylic olive drab and gloss black paint; vi.) The finished carriage shall be capable of supporting the weight of the tube it is designed for; vii.) No substitution of materials and/or design shall be made without the prior approval of the contracting officer; viii.) The government shall have up to seven (7) days to perform a final inspection upon delivery of the carriage to the site. The contractor agrees the carriage shall be returned at the contractor's expense if not meeting the specifications and the purchase agreement terminated; ix.) The contractor shall warrant all part and labor for a period of two (2) years from the date of acceptance. The contractor shall replace without cost to the government any part of the carriage that fails due to manufacturing or material defects during the warranty period. All costs of transportation of the carriage for said repairs will be at the contractor's expense. F.O.B. EVALUATION OF COMMERCIAL ITEMS: The Government will award to the responsible offeror based on the following: 1.quickest delivery time, 2. past performance and 3. price. IAW FAR 52.212-02 Technical and past performance, when combined, are approximately equal when compared to price. Vendors wishing to respond to this RFP should provide this office with the following: A price quote on company letterhead for the requested items showing unit price, delivery time after receipt of order, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items. This form may be requested from the Contracting Officer by FAX or email. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
