Description
Contract S-OPRAQ-95-D-0594 was competitively awarded by the Department of State (DoS) to GTE Government Systems (now DynCorp Information Systems LLC) on July 5, 1995, for the purchase and installation of Nortel Meridian telephone systems at State's overseas posts. The contract consists of a one year base period and nine 12-month option periods. It is the Department's intent to extend the capability to provide remote maintenance of those installed systems for the final four option periods of the contract, which expires on July 4, 2005 if all of the options are exercised. The remote maintenance capability is currently available only through July 4, 2001. The remote security monitoring and maintenance is to be performed on a remote basis utilizing a static network connection. The contractor shall provide network management systems, to include all hardware and software capable of supporting remote diagnosis and system operational monitoring. The contractor shall provide all services at its facilities, including technical personnel on a 24-hour by 7 day operation to ensure any system deficiencies or failures are reported in a real-time environment, regardless of world time zone of failure. Resolution of equipment failures and security concerns shall be via remote connection to ensure thorough test/diagnostic checks, in conjunction with direct telephone conversation with on-site Foreign Service personnel in overseas locations and DoS government program management staff in the Washington D.C. Metropolitan Area. Security monitoring and reporting shall occur on a regular basis as determined appropriate by the program office. During the system warranty period, this support shall be performed on warranty attributed items at no cost to the Government. The contractor shall provide the necessary software and hardware test equipment to adequately perform maintenance and security monitoring of the system. Access to approved network facilities will be furnished and ownership retained by the U. S. Government. Extending the remote maintenance capability in the manner described herein will not increase the ceiling price of the contract, but will entail a change in the current method of pricing the remote maintenance. This action is taken pursuant to FAR 6.302-1, 41 U.S.C. 253 (c)(1). This is not a request for proposals; there is no solicitation document See Note 22.
