- Description
- Please read thoroughly -- The Department of Housing and Urban Development (HUD) intends to issue a Request for Proposal (RFP) under FAR Part 15 to procure the services to implement a Rural Housing and Economic Development Gateway. The mission of the Rural Gateway will be to facilitate informational services, technical assistance, training, and investment capital for local rural, state and regional organizations in order to support their efforts to rebuild and preserve healthy, productive communities. Furthermore, the Rural Gateway will act as a screen/filter for private sector organizations to establish economic development based initiatives. The Rural Gateway will initially have a primary but not necessarily an exclusive focus on the Colonias. The contract will require the design and implementation of a Rural Gateway that can: (1) build capacity of organizations working on housing, economic and infrastructure development, (2) serve as a promoter and screener/filter of private sector based partnerships to support housing, economic development, infrastructure and capacity building activities; and (3) improve and streamline access of these organizations to different sources of government, non-profit, and for-profit sources of investment capital, technical assistance and training and information. Emphasis will be placed on firms/entities possessing hands-on and successful experience in these areas. Core tasks to be required include the provisions of staffing a toll free service line, and Technical assistance and training. Optional tasks contemplated include the completion of rural case studies, developing and maintaining an internet resources site, completion of funding summaries, peer to peer forums and the development and tracking of private partnerships. The period of performance for this contract is expected to be two years. The RFP release date is expected to be on or about May 29, 2001. The RFP will only be provided through HUD's web page as discussed below. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.hud.gov/cts/ctsoprty.html. HUD posts all required notices of its contracting opportunities on its Internet Home Page Contracting Opportunities site. Potential offerors who download copies of solicitations may automatically receive e-mailed notification concerning issued amendments to the applicable solicitation. HUD uses a new Electronic Source List (ESL) service. Using this free service, offerors will be able to register for email notifications whenever amendments are made to a specific solicitation you have downloaded. The list of sources who have registered will be posted to this site. If you are interested in subcontracting opportunities, you will be able to view the list and contact the registered sources to market your services. The solicitations identified as "ESL available" offer this free service. To receive these notifications, offerors must click on the link for e-mail notification where prompted in the RFP announcement on the HUD web. Please note that all interested offerors shall be required to register on the ESL. No secondary requests for RFP issuance will be entertained. All amendments and any questions and answers will be posted and may be downloaded from the referenced web site above. It is anticipated that a fixed price contract will be made for this requirement, based on the best value to the Government.
