Description

The U.S. Army, Aberdeen Proving Ground has a requirement to construct a new Granular Activated Carbon Treatment System (for water). Negotiations will be conducted solely with the Government of Harford County, 220 South Main Street, Bel Air, Maryland. The system will require reducing trichloroethene and RDX (an explosive compound) levels in the system effluent to below maximum contaminated levels. Construction specifications shall be in compliance with those set forth by the U.S. Department of the Army, State of Maryland and Harford County. A Record of Decision for a Operable Boundary Study signed in July 2000 by the U.S. Environmental Protection Agency and the Department of the Army is in accordance with the environmental acts for remediation of contaminated groundwater. The Record of Decision, a legal binding documet dictates that the site for the new system will be on Harford County property. The county also owns the wells that are to be treated, and the water lines that tie in all production wells. The county will provide construction drawings and specifications of the new system that will enable the integration of the new system with the current County water supply system. This will eliminate possible health and safety risks. Authority for other than full and open competition is 10 USC 2304(c)(1) implemented by FAR 6.302. See Numbered Note 22.
