Description
The Postal Service is seeking sources (manufacturers only) to form a long-term contractual relationship (possibly for as long as ten years) to provide Electrically Powered Forklifts, Tow Trucks & related lifting equipment of all sizes on a nationwide basis. The Postal Service may decide to contract with a manufacturer who can provide a complete line of the above equipment. Therefore manufacturers that cannot provide a complete line of both forklifts and tow trucks may consider a joint venture. Annual Postal spend for this type of equipment is estimated between $7 -- 9 million per year. The Postal Service intends to pre-qualify. Interested manufacturers must respond, in writing, to this request. Response packages must include specific detail to sufficiently address the competencies noted below. The following areas of focus will be used in determining qualifications among responses received: 1. Production Capability: The manufacturer must, (a) have the facilities to manufacture or otherwise provide the equipment required, (b) include information outlining their specific production capacity, (c) demonstrate the ability to perform to consistently high standards through a record of excellent past performance. Quality may be demonstrated by previously providing high quality equipment, and by maintaining a documented quality system. Reliability may be demonstrated through consistent on-time delivery, as well as through equipment that performs well throughout its service life. 2. Program Management and Service Capability: Manufacturers must, (a) include information outlining the proposed contract management structure, (b) provide a narrative description of the proposed approach to assure quality control of the products and service provided and the timeliness of service, including a description of the transportation/distribution network, (c) provide information showing the company has the necessary organization, experience, accounting and operational controls, technical skills, production capacity and property controls. 3. Current and Past Performance: Manufacturers must provide information and references to document a record of satisfactory performance on contracts of similar magnitude. Satisfactory performance as defined by the Postal Service is quality of service, timeliness of performance (adherence to contract schedules, including the administrative aspects of performance) and customer satisfaction. Manufacturers should be able to prove good customer relations (a history of being reasonable and cooperative with customers, commitment to customer satisfaction, integrity and ethics). 4. Distribution Network/Maintenance Capabilities: Manufacturers must, (a) provide adequate information outlining their distribution network, including an explanation of the contractual relationship between the manufacturer and its distribution network, (b) a narrative description detailing how maintenance support will be managed, including quality control, and appropriate response management. 5. Financial responsibility: Manufacturers must provide adequate information to demonstrate their financial capability, and indicate if the company has the necessary working capital and/or other resources to perform the contract. Evidence of financial stability as indicated by the manufacturers credit history will be one aspect of the evaluation. Each prospective manufacturer must provide their company's (or parent company's) audited annual financial statements (both the Balance Sheet and Income Statement) for the immediate past two fiscal years. 6. Manufacturer Diversity Program: The Postal Service is committed to seeking out and providing opportunities for small, minority and women-owned businesses through direct contract awards and subcontracting opportunities. Supplier Diversity plays an important role in promoting economic development in communities, while helping the Postal Service get the top quality products and services we need to serve the American public. Each prospective manufacturer must provide information regarding their firms supplier diversity and subcontracting opportunity programs. SUBMISSION REQUIREMENTS: Response packages must be submitted to: Purchasing and Materials Service Center, USPS, ATTN: P. J. Freeman, C.P.M., PO Box 27496, Greensboro, NC 27498-0001. All prospective suppliers MUST return the required response packages with one (1) original and four (3) copies of all documentation to be received in the purchasing office on/or before June 8, 2001, Close of Business.
