- Description
- The Marine Corps Systems Command NMCI-IT Program Office is seeking two solutions for out of warranty commercial grade computers. One solution is warranty extension and the other solution is provision of replacement parts in support of the performance of remedial maintenance. The computer systems are in the fourth and fifth years of service. Equipment is in the hands of military units that deploy to remote areas around the world. The original equipment manufacturers are mainstream retailers. For parts only support, the contractor would provide a supply support function while the Marine Corps will provide the labor for corrective maintenance. The equipment is used in field operations in a semi-protected environment (i.e., tents, rigid-walled transportable enclosures and permanent buildings, all without environmental control). The contractor would offer to provide replacement parts for an annual fee (vice per incident charge). Replacement parts would have to be delivered to 11 CONUS and 3 OCONUS locations (Hawaii, Okinawa Japan, and Iwakuni, Japan) via the most expeditious means available. The contractor would pay shipping charges to deliver replacement parts to government locations. Disposal of defective parts will be the responsibility of the government. Replacement parts are defined as cables, batteries (both to power laptops and for internal computer use), electrical converters and power supplies (for laptops), computer mice, keyboards, and internal components (replaceable without soldering operations) of central processing units and monitors. Replacement parts must be of such quality as to restore the equipment to the operating parameters of the original equipment manufacturer. The following is an estimate of the number and type of computer hardware to be supported (all are Intel processor-based). Year 1, 4,200 desktops, 700 laptops and 5 servers Year 2 14,700 desktops, 6300 laptops, and 305 servers, Year 3 16, 200 desktops, 7,200 laptops and 412 servers. The procurement distribution by Original Equipment Manufacturer (OEM) over the past 18 months was approximately 35% Dell, 37% COMPAQ, 14% Micron, and 10% IBM. For warranty extension, the government is seeking mail back/carry-in support. The respondent should provide, as a minimum, the following information for both the parts only and the warranty extension solution: (1) a rough order magnitude cost for providing the service for each year and (2) specific details of the services to be provided. The government would seek the best value based on such factors as cost, the shortest time for parts delivery after receipt of an order, the shortest in-plant turnaround time, and stated source or quality of repair parts. The requested information is for budgeting and request for proposal planning purposes and does not constitute a commitment, implied or otherwise, that a procurement will be issued. However, the Marine Corps will use the information for technical and acquisition planning. If there is a GSA or other contract vehicle already available for the services being sought, please include this information in the response. No proprietary data should be submitted in response to this RFI. Any submissions will be considered to be public information and may be handled by non-government personnel. It is not the intent of the government to reimburse providers for the cost of submitting information in response to this RFI. The Marine Corps will acknowledge receipt of information submitted in response to this RFI but will not provide feedback to the originating party. NO SOLICITATION EXISTS AT THIS TIME.
